Geoff Allister, Senior Vice President

img_geoff_allister Geoff works in Northern Ireland where he is the Chief Executive with the Department for Regional Development’s Roads Service.

His primary role is to lead, manage and motivate the Agency at a strategic level to meet its policy objectives and its financial and operational targets. Roads Service is currently responsible for the management, maintenance and development of 25,000 km of public roads in Northern Ireland and has approximately 2,200 staff with a budget in 2009/10 of approximately £400m.

Geoff has over 30 years experience of the delivery of highway services and has been a Director of the Agency since 2001. Recently he has had responsibility for the delivery of the Roads Service Strategic Roads Improvement Programme which envisages an investment of £3.1bn in the strategic roads network in the period up to 2018.

Geoff is a former President of CSS, the County Surveyors’ Society, a past Chairman of the Northern Ireland Branch of the Chartered Institution of Highways and Transportation.

 

David Gillham, Vice President

img_david_gillham David has over 30 years experience of the delivery of highway services; following a long and successful career in local government, he moved to the private sector in 1998 to develop commercial and marketing skills.

David works for multi-disciplinary engineering consultant Project Centre where he is Partnerships & Business Development Director. His primary role is the continuous development and implementation of the company’s business strategy to meet its financial and operational targets, coupled with managing client relationships across the business. Project Centre specialises in delivering engineering and integrated traffic, parking, urban design, environmental and highways solutions and operates in urban, regional and national transport environments.

David has played an active role in the CIHT for many years. He has been a member of Council since 2004 and sits on the Chartered Institution of Highways & Transportation’s Executive Board. He was Chair of the Network Infrastructure Management Board from 2007 to 2008 and has also served on the Membership Board. He is a past Chairman of the Institution’s South Eastern Branch, and has been on the Branch committee since 1999.

Married to Linda, a teacher, he has two adult daughters, Sarah and Katherine, who are both music graduates. In his spare time, David enjoys classical music and sings regularly with Brighton Festival Chorus at concert venues across the UK.
 


David Anderson, Junior Vice President

david_anderson David works in Transport Scotland where he is Head of Transport Economics, Analysis and Research.  He joined Transport Scotland in 2007 building on a successful career in transport planning in the private sector.

His primary role is to lead a team of economists, transport and environmental professionals and policy officers to deliver the corporate objectives of the Agency.  Transport Scotland is responsible for the trunk roads and railways within Scotland and seeks to make journey times better and more reliable, improve strategic transport connections, encourage a shift from lorries and private cars, and improve safety, while at the same time promoting innovation and reducing emissions.  Transport Scotland has approximately 350 staff with an annual budget of approximately £2.2bn.

David has over 20 years’ experience and recently has had the responsibility for the delivery of the Scottish Strategic Transport Projects Review.  Recommending transport interventions for delivery over the next twenty years that make a significant contribution to the Scottish Government’s central Purpose of increasing sustainable economic growth, including a replacement Forth Crossing, this is the largest project of its type undertaken in Scotland.  Other recent work includes responsibility for the delivery of the Scottish Transport Appraisal Guidance (STAG) and strategic Land Use and Transport Modelling capabilities across Transport Scotland. 

David joined CIHT Council in 2007 and is Vice Chairman of the Transport Policy Board.  He is the current Chairman of the Central & Southern Scotland Branch, having served on the Branch committee since 1999.
