David Anderson, Senior Vice President

david_andersonDavid is Head of Planning and Design at Transport Scotland where he leads a team comprising transport planners, engineers, modellers and policy specialists. Transport Scotland is responsible for the trunk roads and railways within Scotland as well as for ports, harbours and ferries, bus policy, low carbon vehicles and aviation policy.  It is responsible directly to Scottish Minsters and this means David has regular contact with well know faces in Scottish politics.  Transport Scotland has approximately 350 staff with an annual budget of approximately £2bn.

David has 25 years’ experience and recently has had the responsibility for the delivery of the Scottish Strategic Transport Projects Review.  Recommending transport interventions for delivery over the next twenty years that make a significant contribution to the Scottish Government’s central Purpose of increasing sustainable economic growth, including a replacement Forth Crossing, this is the largest project of its type undertaken in Scotland.  Other recent work includes responsibility for the delivery of the Scottish Transport Appraisal Guidance (STAG) and strategic Land Use and Transport Modelling capabilities across Transport Scotland.  

David joined CIHT Council in 2007 and has served on Transport Policy Board, Learned Society Board as well as Education and Member Services Board.  He was Chairman of the Central & Southern Scotland Branch in 2010, having served on the Branch committee since 1999.


 

 

Shelia Holden, Vice President

Sheila HoldenSheila is an independent consultant and sole Director of The STEP Consultancy Ltd which she founded in 2006 following a long career in local government.  She frequently works in partnership with other consultants providing expert advice on sustainable transport, travel planning, parking management and spatial planning.  She is an associate of Addison & Associates with whom she has worked extensively since 2006 improving planning services and the integration of planning and transport. She was a key member of the team which prepared the DfT’s guidance: Securing Travel Plans through the Planning Process published in 2009 and led a project on travel demand management for SEERA in 2007.  Sheila is also contracted to work as an Inspector with the Planning Inspectorate. 

Prior to her work as a consultant Sheila worked in various local authorities for 30 years.  She joined East Sussex County Council in 1979 where she was involved in the transport planning aspects of road schemes and major development proposals.  On local government reorganisation in 1996 she was appointed as an Assistant Director (Environment) at Brighton & Hove City Council where she was responsible for the integration of planning and transport services and, amongst other things, she oversaw the introduction of decriminalised parking enforcement, the return of Brighton & Hove Albion to Withdean Stadium and contributed to the development of the successful partnership with Brighton & Hove Bus Company.  In 2002 she went on to become Director of Planning & Environment at the Royal Borough of Windsor & Maidenhead where she led a multi-disciplinary department embracing highways, transport and planning services.

Sheila has been active within the CIHT since the 1980s when she was part of the South-East Branch Committee and its chairman in 1993/4.  She was first elected on to Council in the mid-1990s and has served on transport policy, procurement and member services boards.  She chaired the steering group which produced the IHT’s guidelines on Parking Strategies and Management, published in 2005.  Recently she has supported the Executive Board’s review of the structure of the Institution and is involved in the promotion of diversity within the transport industry.

Sheila lives in Sussex with her husband where they take great pleasure in their home and garden with friends and family.  Together they also enjoy hill-walking (especially on the Isle of Skye), travelling (particularly in the USA), skiing and undertaking numerous DIY projects.

 

 

David Gibby, Junior Vice President

David GibbyDavid is the PFI Director for Ringway with VINCI Ringway currently bidding two major highway PFI projects for the London Borough of Hounslow and the Isle of Wight.

His career in the highways industry started in 1979 as a graduate with Hampshire County Council, from where he moved to the Royal County of Berkshire and then Babtie Group, before joining Ringway in 2001.

David has been a member of the Thames and Chilterns Branch committee since 1994 and served for a number of years as the Branch meetings secretary.  He was chairman of the Thames and Chilterns Branch in 2007/2008 and was previously chairman of the South Midlands Branch in 2000/2001.  David previously attended the CIHT Council as Branch Representative until his election as Junior Vice President at the AGM in June.
