Elaine Brick is the current Chair of CIHT in the Republic of Ireland. She is a Principal Transportation Planner with AECOM and has been involved in the CIHT as part of the Republic of Ireland Branch Committee since 2009. Elaine’s background is in urban planning and she has worked in the area of strategic transport planning for over ten years. She has worked for local government in the UK and Ireland, central government in Victoria, Australia and has been working as a consultant AECOM in Ireland for the past 3 years.
Hide BiographyStephen Lambert is currently a Regional Road Safety Engineer with the NRA, based in Donegal NRDO.
Stephen worked in road design for Donegal County Council before being appointed as Road Safety Engineer for DCC. In 1997 he was seconded to the NRA to assist in the development of an NRA Road Safety Section. The current safety team consists of 9 staff and has responsibility for identifying crash trends throughout Ireland with a view to implementing appropriate counter measures. The results and recommendations of the safety team’s analysis is shared with other government departments to inform and advise them on crash counter measures. The team also administers the road safety budgets for the NRA and the DoT and oversees the implementation of engineering counter measures.
Stephen is also a founding member and chair of the Donegal Road Safety Working Group.
Stephen joined the IHT in Derry in 1998 and switched to the Republic of Ireland Branch when it was founded. He was treasurer of the branch from November 2009 and recently was elected as Vice-Chair for 2011/2012.

Alan O’Brien is a Chartered Engineer with almost 20 years experience in the planning, development and delivery of transport solutions. Following his graduation from University College Dublin, Alan worked initially in Local Authority supporting the development of the Dublin Transport Initiative which has guided the delivery of transport policy and infrastructure in the Dublin Area since 1994. Between 1998 and 2002 Alan worked on a variety of overseas assignments including London, Hong Kong and Perth (Australia) supporting local and national government in the development and implementation of urban rail systems, cycling, local public transport planning, financing, traffic management and intelligent transport systems.
Since 2002 Alan has led AECOM’s transportation planning business in Ireland. He continues to advise local and national authorities, state agencies, transport operators and government departments on transport investment and policy development, and was chair of the Republic of Ireland Branch of the Chartered Institution of Highways and Transport between 2009 and 2011. In 2010, Alan took up the role of Regional Director for Strategic Planning and Advisory for AECOM in Continental Europe.

John Fleming, BE, MBA, FCIHT, MIEI, MASCE, Bachelors Degree in Civil Engineering at University College, Cork, 1981, and Masters in Business Administration at the University of Limerick, 1999.
1982 – 1992, USA, Professional Engineer in Oklahoma & Florida, working on mainly transportation projects in road, rail, inland waterways, and airport expansions.
Returned to Ireland, 1992, to work with Limerick County Council, and in 1995 joined the newly established NRA. Was manager of the National Roads Capital Investment Programme, and produced the National Roads Project Management Guidelines 2000.
He joined Jacobs in 2005 and is Executive Director of Operations, Infrastructure, in Ireland.
Was a founding member of the Republic of Ireland Branch of CIHT in 2006 and was Branch Chairman 2006/2007.
Christy O'Sullivan is a Graduate of University College Cork, he is a Chartered Engineer and Fellow of the Institution of Highways and Transportation. He has over 25 years experience of all aspect of transportation and planning and has work mainly in Ireland and the UK. He is the Managing Director of ILTP Consulting, which he established in 2001. Prior to this he was Senior Engineer with Dublin City Council where he was headed, for a number of years, the Environmental Traffic Planning Unit, a multi-disciplinary team, established to implement various aspect of the DTI (Dublin Transport Initiative) Strategy. Prior to this he worked for a number of years in the UK and was and Associate with Thorburn Colquhoun (now URS) and headed up their Canterbury Office. Prior to working in the UK Christy spent four years working in the Traffic Department in Cork City.
