David has 35 years experience in highway and bridge design. He started his career with Cambridgeshire County Council and was involved in a variety of schemes including the dualling of the A11, the design and construction of the Cambridge Station Cycleway bridge, at the time the longest covered cable-stayed cycle bridge in the world, and pioneered the use of reinforced and post-tensioned brickwork for highway structures.
Since 1995 David has worked for Atkins managing highway framework contracts with Cambridgeshire, Northamptonshire and Peterborough.
A member of the CIHT since 1995, David has been active in the Branch and is responsible for social activities including the Annual Dinner Dance.

Libby has over 26 years experience in the safety engineering, accident investigation and road safety audit fields. With a total of 30 years service, most of which were with County Councils, Libby was 'outsourced' to Thorburn Colquhoun, as they were then, now URS Corporation, in 1997. Shortly after that she became involved in the East Midland Branch originally as Committee Member, she is now the branch Vice Chairman.

Amanda has over 25 years of experience working in a range of surveying, minerals extraction, construction and highways fields. She was site engineer on many large building projects such as The Forum, and castle in Norwich and many large commercial building and infrastructure development. In 2001 she joined Cambridgeshire County Council Highways and for the last 11 years has specialised in road accident investigation, road safety audit and delivery of accident remedial projects.

My first role was on the A43 Silverstone Bypass, providing support to the Engineering team. This role gave me a introduction to the exciting world of construction.
I've worked for JBS Construction and Tripod Crest Planing. In October 2010 I joined Lafarge Contracting where I am responsible for building relationships and developing an understanding of future UK Airfields and Military construction and surfacing works.
I am capable of delivering numerous roles including business development, estimating, commercial, site and project management.
In July 2011 I became a nominated Member of the CIHT Council and a member of the Appian Trading Board.

John has 20 years experience in the planning and transportation industry working in both the private and public sectors. Since joining Atkins in 2004 John has worked with both Local Authority and Highways Agency clients and is currently working in the Area 6 MAC contract covering East Anglia. Married with two teenager children, John has lived in Market Harborough for the last 15 years. One of the key attractions for moving to Market Harborough was the transport network (both rail and road) offering a wide potential employment catchment area. Consequently, given his current role, the A14 has become ‘an old friend!’

Andrew is the Manager of Royal Haskoning’s Transport Planning Team in the east, based in the Peterborough Head Office. He has over 23 years of experience in traffic, highway and transportation planning, in both the private and public sectors.
He began his career with Cambridgeshire County Council in 1986 in a Highway maintenance office gaining experience in all aspects of highway maintenance and design eventually working up to the role of Highway Supervisor. A key responsibility of this role was the inspection and approval of Section 38/278 highway works for adoption by the authority.
Andrew moved on to Peterborough City Council Unitary Authority in 1997 and took up a role as a Project Engineer in Traffic Management. Principal responsibilities included the design of traffic signal installations and pedestrian crossing facilities, investigation of potential traffic management and safety schemes, the design of traffic direction signs and road markings and implementation of Traffic Regulation Orders.
In 1997, Andrew was promoted to the role of Transport Planning Manager and assumed responsibility for the team that developed the second Peterborough Local Transport Plan (LTP). As Transport Planning Manager, Andrew was also responsible for project managing the inception and delivery of major transport projects from early appraisal to commissioning. Andrew was involved in the development of the East of England Regional Spatial Strategy, giving evidence at the public examination of transport matters and the development of the Peterborough City Centre Masterplan and the Peterborough Integrated Growth Strategy.
In August 2008, Andrew joined Royal Haskoning to develop a Transport Planning team in the Peterborough office. This team draws on Andrew’s experience of working in the Public Sector to provide optimum transport solutions through the planning process. Andrew’s team has been involved with developer framework contracts, providing key input on a number of projects; in addition the team provides a wide range of transport services to the Maritime, Energy, Environment and Coastal and Rivers business sectors.
Andrew has been a member of the CIHT for over 20 years and his interests include football (he is a keen Peterborough United fan), golf , spending time with the family and promoting the transport profession.

Mike is an independent consultant providing strategic management and technical advice to governments, councils and the private sector. He has strong experience in strategic and operational public sector management, extensive background in highway management and
involvement in a number of key national projects.
Mike has chaired the UK Roads Board, the cross industry Highways Efficiency Liaison Group, and the Roads Board Advisory Group.
Mike is a Fellow of the Institution and an elected member of Council. He also a member of the Learned Society and Technical Strategy Board, the Audit Committee and the Procurement and Delivery Panel, and has been chair of the East Midland Branch.

Tim began his career in local government with Cambridgeshire County Council before moving to Atkins in 1995. A senior highway designer, he has been involved in projects of all scales within the region and nationally, from minor improvements and accident remedial schemes to motorway upgrades and maintenance commissions, specialising also in safety engineering and more recently providing technical guidance and as a CDM Co-ordinator.
He has been a member of the East Midland Branch committee for 20 years, many of which serving as firstly programme secretary and then organiser of the annual dinner dance event before becoming Chairman in 2008.
Outside work he is a keen musician and enjoys walking.

Hide BiographyBefore retiring early in 2007, Brian had spent 12 years as a senior director of a national contractor in highway maintenance, in operational and work procurement roles, including PFIs. Brian moved to the private sector after 25 years in local government, first as a construction engineer then as manager of successful DLOs in the north and south of England . He joined the committee of EM branch of IHT in 1999, taking the role of chairman in 2007, and now runs the annual Cambridge Conference.

Steve is currently the Director responsible URS/Scott Wilson Transportation consultancy service provision in England and Wales.
After gaining a BSc in Civil Engineering in 1977 Steve worked on a wide variety of construction and municipal projects. These have been in the Public and Private Sectors both for contractors and consultants. In 1992 he gained a Masters Degree in Construction Law and Arbitration at Kings College, London.
He joined the CIHT Branch Committee in 2004 and has been involved as Programme Secretary, Branch Representative on Council, and Chair (2010 - 2011).
