  • Darran Kitchener

    Darran Kitchener

    Associate Director, Milestone Transport Planning

    Darran is an Associate Director at Milestone Transport Planning's north office, based in Gateshead.

    Darran leads the Northern office of Milestone Transport Planning, with a team of four locally and sixteen nationally. As part of his role, Darran offers transportation, highways and planning advice to both public and private sector clients, from project inception, through masterplanning and design, planning permission (and as an Expert Witness, if required), to completion of the scheme on site.
     
    Graduating with a BEng (hons) in Civil & Environmental Engineering in 2001 from Leeds University, his experience includes six years as a Highway Engineer for Halcrow (now CH2M) on the trunk road and motorway network, before moving to consultancy with Wardell Armstrong, Jacobs and latterly Fairhurst, before opening the Milestone office in 2015.
     
    Spending time seconded to York, Sunderland and Northumberland Councils, as well as his experience working in the private sector, Darran has experienced all aspects of the Highways and Transportation sector.
     
    Darran joined CIHT in 2010, becoming a Committee member in 2014. He was elected Vice-Chair in 2016 and inaugarated as Chair of the North East and Cumbria Region in May 2017. He is also a Chartered Member of the Chartered Institute of Logistics and Transport (CILT).

  • Nicola Hill

    Nicola Hill

    Senior Transport Planner, Arup

    Nicola is a Senior Transport Planner at Arup, based in the Stockton on Tees office. She has 12 years' transport planning experience and specialises in data analysis and GIS.

    Nicola is a Senior Transport Planner at Arup, based in the Stockton on Tees office. She has 14 years' transport planning experience and specialises in data analysis and GIS.
     
    Graduating from the University of Leeds with a Masters in Geography in 2003, Nicola joined JMP Consultants in Newcastle as a Transport Planner where she specialised in accessibility analysis and GIS. In 2007 Nicola joined Arup working in the Tees Valley primarily on development planning projects for both private and public sector clients. She gained the Transport Planning Professional (TPP) qualification in 2015.
     
    Nicola spent seven years on the Transport Planning Society Board, serving the last three years as Secretary, and joined the North East & Cumbria Committee in 2014, assisting with operations in the south of the region. In May 2017 she became Vice-Chair for the Region.

    John Barrell

    Independent Consultant

    John has over 35 years’ experience in traffic engineering, mainly road safety policy and research, and development control.

    John has over 35 years’ experience in traffic engineering, mainly road safety policy and research, and development control.
     
    Graduating from Lanchester Polytechnic (now Coventry University) with a BSc Civil Engineering, John worked for local authorities in the north-west and north-east of England from 1973 to 1989. Moving from public to private sector, he joined Ross Silcock (now incorporated into Jacobs) to work on a variety of UK and international projects, before taking a senior role, advising on Road Safety Auditing, at TRL, in 2011 until 2016.
     
    John has been involved with the CIHT North Eastern Branch since 2002 and was Branch Chairman in 2006-2007; he currently serves as Honorary Secretary for the North East & Cumbria Region. John has also been Treasurer of the SoRSA Technical Branch since 2007, and is currently Chair for 2017-2019.

  • Malcolm Smith

    Malcolm Smith

    Malcolm is a retired engineer with thirty five years experience in highway engineering and transportation services in local government.

    Malcolm is a retired engineer with thirty five years experience in highway engineering and transportation services in local government.  Over twenty years of his career has been in highway maintenance and network management.
     
    Malcolm graduated from Bradford University in 1969 with an Honours Degree in Civil Engineering and from Leeds University with a Masters Degree in Transportation Engineering in 1970.  He worked for a number of local authorities in the Midlands before joining North Yorkshire in 1976 and Northumberland in 1987. Following early retirement from Northumberland in 2005 he spent a period with White Young Green.
     
    He has been a member of the North Eastern Branch Committee since 1999, serving as Chairman in the 2004 - 2005 Session. He currently serves as Honorary Treasurer for the new North East & Cumbria Region.

    Anthony Robinson

    Principal Consultant, AECOM

    Anthony is a Principal Transport Planning Consultant at AECOM, based in Newcastle. He specialises in transport modelling, scheme appraisal, business case and policy development.

    Anthony is a Principal Transport Planning Consultant at AECOM, based in Newcastle. He specialises in transport modelling, scheme appraisal, business case and policy development.
     
    Entering the profession in 1995, Anthony worked at Hampshire County Council for the pioneering ROMANSE Project – trialling one of the UK’s first integrated urban Intelligent Transport Systems network, in Southampton. He joined British Airways in 1998 on the graduate IT scheme in Newcastle and worked as a software analyst and developer for nine years, both at BA and the NHS. Keen to return to transport planning, Anthony joined Jacobs in 2007, and AECOM in 2015. He holds the Transportation Planning Professional (TPP) qualification and is an accredited PRINCE2 Practitioner in project management.
     
    A member of CIHT since 2007, Anthony joined the old North Eastern Branch Committee in 2011, serving as Chair of the North East & Cumbria Region between 2016-17. He also currently represents the Region on CIHT Council and acts as mentor for TPP and the TPS Professional Development Scheme.

  • Phil Freestone

    Phil Freestone

    Principal Transport Planner, WSP

    Phil is a Principal Transport Planner in WSP’s Newcastle office. He specialises in sustainable transport, major scheme appraisal and transport strategy development..

    Graduating with a BA (Hons) in Geography from Northumbria University in 2005, Phil went on to complete an MSc in Transportation Planning and Policy at Newcastle University. He entered the transport profession in 2006 and has developed a wide range of public and private sector experience, working for AECOM and Jacobs prior to joining WSP in 2013. Most recently, Phil has been delivering projects on behalf of the North East Combined Authority and Cumbria County Council.
     
    Phil joined CIHT as a member in 2006 and was elected onto the Committee in 2008. He held the role of Membership and Recruitment Officer from 2011-2015 and established the region’s Young Professionals Group in 2013, acting as its Chair until 2015.
     
    Phil was appointed as the inaugural Chair of the new CIHT North East and Cumbria region for 2015-16, overseeing the implementation of a new committee structure and creation of the Cumbria, Northumbria and Teesside sub-groups. Phil was elected onto the CIHT’s national Sustainable Transport Panel in 2016 and is also sits on the Construction Industry Council (North East) committee.
     
    Phil currently serves as a member of the Committee’s Executive Group, responsible for providing support to the current and incoming Chair and developing the regional business plan. He is also the designated Corporate Partner liaison for the region, and Chairs the Cumbria sub-group.
     
    He is a Chartered Member of the Institute of Logistics and Transport, and a member of the Transport Planning Society.

  • Jonathan Barlow

    Jonathan Barlow

    Transport Analyst

    Jonathan is an experience transportation professional based within the North East of England.

    Jonathan is a Transport Analyst based within the North East of England. 
     
    He has a total of five years combined experience in both the public and private sectors and specialises in planning and designing transportation schemes. He also has a wide range of experience within policies, sustainable transport, local highways schemes and feasibility studies.
     
    Graduating with a BA (Hons) from Northumbria University and later a MSc in Transportation from Newcastle University he began his career within the south of England working on a wide range of highways schemes for Peterborough City Council, and eventually their main highways delivery partner Skanska. 
     
    During this period, he gained enough experience to submit a paper for and eventually win the 2015 CIHT East Midlands Branch Award. More recently he has also presented a paper on New Town Asset Management techniques at the Transport Practitioners Meeting in Nottingham. 
     
    Following his return to the North East, he volunteered to the Website and Communications Officer within the Branch. His main roles include promoting the Branch using Social Media and other forms of communication. He also creates press releases of Branch activities for dissemination to a wide audience.

    Greg is currently a business development manager at GPS, overseeing day-to-day operational duties.

    Greg is currently a business development manager at GPS, overseeing day-to-day operational duties to make the company a success. With over 15 years' hands on experience in the highways and transportation industry, he holds a wealth of experience in civil negineering, traffic engineering, highway design and road safety auditing - all gained through the public and private sector throughout the UK.
     
    Greg joined CIHT in 2008, and the North East & Cumbria Committee in 2017, where he currently acts as Events Officer, coordinating the activities of the Region, both standalone, and with other institutions.

  • Jennifer Searle

    Jennifer Searle

    Senior Consultant, AECOM

    Jen has eight year's experience in transport and development planning, working on a variety of projects for both the public and private sector.

    Jen has eight year's experience in transport and development planning, working for both public and private sector on a number of small and large scale development projects. She provides feasibility studies, traffic modelling including micro-simulation, highway design and appraisal services, along with experience developing transport assessments, travel plans and junction modelling for all types of developments.

    Graduating with a BA (Hons) in Geography from Northumbria University,  Jen went on to complete an MSc in Transportation Planning and Policy at Newcastle University,  entering the profession in 2009 to work for Jacobs and subsequently Fairhurst, before joining AECOM in 2014.

    Jen joined the North East and Cumbria Region Committee in 2016.

  • John Jeffrey MBE

    John Jeffrey MBE

    John has spent his career working for engineering consultancies and contractors on various schemes, mainly in the north east but also elsewhere throughout the UK.

    John has spent his career working for engineering consultancies and contractors on various schemes, mainly in the north east but also elsewhere throughout the UK. Of late, he has had a particular interest in Quality, Environmental and Health & Safety issues.
     

    Involved with the North Eastern Branch for some 40 years, including 75% of that time as Branch Secretary, John also served as Branch Chairman in 1980-81 and recently for the Branch's landmark Diamond Jubilee 2012-13 session. He has previously been a Council Member and is currently Chairman of the CIHT Self Assessment Panel, a member of the H&S Panel and a Liaison Officer for the Engineering Council.

    John remains as committed to the profession as ever, and is working with the Institution to encourage those in early career through routes to professional accreditation and Chartership.

    Dr. Neil Thorpe is a Lecturer in Transport Studies in the Transport Operations Research Group (TORG) at Newcastle University.

    Dr. Neil Thorpe is a Lecturer in Transport Studies in the Transport Operations Research Group (TORG) at Newcastle University. He joined the university in 1989 as a Research Associate, becoming a lecturer in 1996. Neil's research interest focus mainly on the empirical application of new and emerging technologies in transport and their potential impact upon travel behaviour, including, road user charging, road safety and eco-driving applications.

    Neil joined the CIHT in1992, becoming a committee member in 2002. He is also a member of the International Association of Travel Behaviour Research (IATBR) and has served on the editorial boards of the CIE Proceedings for Transport, Urban Design and Planning. He was Chair of the North Eastern Branch for its final session in 2014-15.

    Rachel is a Principal Engineer at Systra with over ten years' experience in the industry. She has experience in planning, design and assessment of a wide range of traffic and transportation projects.

    Rachel is a Principal Engineer at Systra with over ten years' experience in the industry.  She has experience in planning, design and assessment of a wide range of traffic and transportation projects, for both the public and private sector.

    With Systra (formerly JMP) Rachel has gained a broad range of technical skills with a particular focus on transport assessments; travel plans; highway design; junction analysis and evaluation; and traffic engineering and design.  Her current role also includes project management.

    Rachel joined the North East and Cumbria Region Committee in 2015.

    Stuart is a Principal Engineer at Sweco, based in Gateshead, and has over 30 years' experience in the highways and transportation industry.

    Stuart is a Principal Engineer at Sweco, based in Gateshead, and has over 30 years' experience in the highways and transportation industry, inclusing in highway maintenance and design, traffic engineering and traffic management. Over the last 20 years he has specialised in road safety engineering and road safety audits. Stuart's role is to improve the operational safety of trasnportation schemes through early intervention and the implementation of all aspects of safety in design during the identification, planning, design, maintenance and operation of transport infrastructure.

    A member of CIHT since 2002, Stuart was elected Fellow of the Institution in 2015. Alongside this he joined SoRSA in 2007 as North Eastern Representative, was elected Vice Chairman for the 2013-2015 term and recently completed his term as Chairman of the Society (2015-2017). Stuart was elected Honorary Secretary of SoRSA at the 2017 SoRSA AGM.

    A CIHT Mentor and Reviewer, Stuart is committed to supporting candidates in realizing their goal of professional qualifications and, as such, sits on the CIHT Membership and Skills Strategy Board and working group developing the Professional Development Scheme.

    Vikki Edmonson

    Vikki is a Senior Lecturer in Civil Engineering at Northumbria University, delivering teaching and learning on the new BEng/MEng Civil Engineering degree programme.

    Vikki is a Senior Lecturer in Civil Engineering at Northumbria University, delivering teaching and learning on the new BEng/MEng Civil Engineering degree programme.

    She authored both the Highway Engineering and Transportation  module for the degree and is currently undertaking research in the discipline of highways - investigating the development of a techniques to determine the residual lifespan of asphalt highway pavements. Prior to joining the university Victoria had twenty years in industry. She is a Chartered Civil Engineer, Chartered Structural Engineer, Chartered Manager and became a recent Fellow of the CIHT.

    Vincent is a Transport Planner at Jacobs, Newcastle.

    Vincent is a Transport Planner at Jacobs, Newcastle, with an MSc in Transport Planning and Business Management, from Newcastle University, achieved in 2014. His main areas of interest are travel planning, multi-modal modelling and public transport studies, which he has put to good use on major transport schemes in the north east and south of England since starting his career.
     
    Before moving to the UK, Vincent completed an undergraduate degree in Aviation Management from the University of Bad Honnef-Bonn, where his interest in working in public and sustainable transport quickly developed. He currently serves on the CIHT North East & Cumbria Region Committee as Recruitment Officer.

    Allan Short

    Allan has been in traffic and transport planning and highway engineering for over 35 years.

    Allan has been in traffic and transport planning and highway engineering for over 35 years.

    He graduated from the University of Leeds with an MSc in Transportation Planning and Engineering in 1974, following a BSc in Civil Engineering. He spent 16 years working in local government in Hertfordshire and Tyne and Wear before joining the private sector in 1990 working for W.A. Fairhurst and six years with the Waterman Group.

    Allan has been a member of the branch for approximately 20 years and was North Eastern Branch Chairman for the 1998 - 1999 session. He is the current Golf Secretary for the North East & Cumbria Region.

  • Roger Elphick OBE

    Roger Elphick OBE

    Retired

    Roger retired as Acting Corporate Director in October 2008, having managed the Environment Department of Durham County Council.

    Roger retired as Acting Corporate Director in October 2008, having managed the Environment Department of Durham County Council and assisted in the transition from County Council to a unitary authority in April 2009. Prior to that he was Head of Highway Management with responsibility for the management of highway maintenance, including winter maintenance and street lighting, together with all traffic and transportation functions, road safety and development control, throughout County Durham.
     
    Roger graduated from the University of Newcastle in 1965 and the first half of his career with Durham County Council involved the design and construction of an extensive range of highway and bridgeworks on County Roads, Trunk Roads and Motorways. He developed integrated demand management measures for Durham City, including the introduction of the first road charging scheme in the UK and three park and ride sites.
     
    He was a founder member of the UK Road Liaison Group and chaired the UK Lighting Board until 2008, both established by the Department of Transport. As a member of ADEPT (formerly the CSS), he chaired the national ADEPT Street Lighting Group and the Northern Soils and Materials Group as well as being Secretary of the Engineering Committee and continues to be involved in maintenance and street works issues.
     
    Within the CIHT, Roger has been involved nationally as Honorary Treasurer and was a member of the Network and Infrastructure Management and Procurement Boards. He joined the North Eastern Branch in 1989 and was Chairman for the 1995-96 Session.
     
    He was awarded the OBE in 2002 for services to highways and transportation.

    Tim has over 36 years experience and currently works in the field of pre-planning highways and transportation for developments.

    Tim has over 36 years experience and currently works in the field of pre-planning highways and transportation for developments. He was previously involved in the design and project management of Trunk Road and local highway schemes.

    Since graduating in Civil Engineering at Loughborough University in 1977, Tim has worked for Tyne & Wear County Council, Gateshead Council, W A Fairhurst & Partners, WSP and Tate Consulting Engineers.

    Tim has been active within the CIHT since 1997 when he joined the North Eastern Branch Committee, where he was Recruitment Officer, 1998 - 2002 and Branch Chairman, 2003 - 2004. He has been a Member of Council, since 2008 serving on the Membership Board, Member Services Board and Appian Trading Board. He was a Member of the Institution’s Executive Board, 2005-2007.

    Vinny is a Regional Associate at WSP | Parsons Brinckerhoff, specialising in strategy development, transport modelling, major scheme appraisal and road safety.

    Vinny is a Regional Associate at WSP | Parsons Brinckerhoff, specialising in strategy development, transport modelling, major scheme appraisal and road safety.

    He joined the transport profession in 2003 and the North East Branch Committee in 2005. In 2008 he took on the role of Recruitment Officer and organised events for young professionals and students to give an insight into the transport profession and the different practices within. 

    Appointed Chairman of the North Eastern Branch for the 2011-12 session, amongst his highlights was representing the CIHT at the centenary celebrations of the Middlesbrough Transporter Bridge and Chair of both the National Branches Conference and Papers evening and Infrastructure Funding conferences in the north-east. Most importantly, he enjoys being part of a hard working committee delivering seminars, conferences and social events for transport professionals in the region.

    Vinny also served on the CIHT Council as North East representative, from 2012 to 2015.
