John graduated in civil engineering from Queen's University Belfast in 1984. Having spent the first part of his career working in the private sector with consultants, Ferguson and McIlveen, he joined Roads Service in 1986. John has over 25 years of experience in all aspects of highway engineering and is currently the Head of Roads Service Consultancy, the Agency's internal design team. John Joined the NI Branch committee in 2004 and served as Treasurer from 2007-2010

Tim Robinson graduated from Coventry Polytechnic in 1985 and from Imperial College, University of London in 1986 with a Masters degree in Transport. After three years working in local government, he moved to the private sector and worked in London and overseas, for a number of engineering consultants. He returned to Northern Ireland in 1995 to set up a new office for Oscar Faber TPA (later to become Faber Maunsell). Tim still works for the same organisation, now known as AECOM, and is a Regional Director leading the Transportation division in the Province. He has been involved in a wide range of transportation projects, including development planning , traffic engineering and transportation planning, for a broad arrange of clients in both public and private sectors.

Philip Heyburn works for the Belfast office of Scott Wilson (previously Ferguson McIlveen, Consulting Engineers). Philip graduated from Queens University, Belfast in 1984 and has been involved in the design and construction of Highway and Railway Infrastructure Projects. Philip is currently leading a design team which is developing a number of major strategic road improvement projects within Northern Ireland.

David Hughes is a Senior Lecturer in Highway and Geotechnical Engineering at Queen's University Belfast. He is actively involved in research on the effect of climate change on the long term stability of road and rail infrastructure slopes, on highway materials and on geotechnical modelling and has acted as a consultant on many UK and Overseas projects as a geotechnical and pavement engineer.

Louise Dougan graduated from Queens University, Belfast in 1996 and has worked in the traffic management and transport planning fields for the last 12 years in both the private and public sectors. She also graduated from Imperial College London in 2003 with a Masters in Transport whilst working as part of Transport for London's Congestion Charging Team.
Louise McDevitt currently works for Atkins Limited as a Managing Consultant in their Belfast office. She is responsible for providing management and technical inputs into a wide range of transport planning projects. She is a Chartered Engineer through the IHT and won the national Karen Burt Memorial Award from the Women's Engineering Society in 2006.

Bert Bailie is an Elected Ordinary Member of CIHT Council on which he has served since 1999. During that time he has served on the Executive
Board and been Chairman of the Transport Policy and Membership Boards. Bert has been a member of the Institution since 1975 and was Chairman of the Branch in its Silver Jubilee Year (1989-90). He was awarded the Institution’s Certificate of merit in 2004.
Bert is now an Independent Transport Consultant with nearly 42 years experience, spending most of his career in NI Roads Service with a
short period more recently with RPS Consulting Engineers.
Since graduating from Queen’s University Belfast in 1969, Bert gained experience in the public, private and academic sectors working in local and central government, with secondments to undertake research at Queen's University Belfast and to consultants working in Northern Ireland and in Cyprus. His experience in the highways and transportation industry included development of road testing methods and construction materials, managing major environmental transportation reviews, implementation of civil parking enforcement and key roles in preparation of Northern Ireland's transport policy statements and the Regional Transportation Strategy. More recently he has been providing advice on transport planning and development control, traffic and road safety and acting as expert witness for clients in legal proceedings.
Bert is a member of Imtac (Inclusive Mobility and Transport Advisory Committee) whose role is to advise Government and others in Northern Ireland
on issues that affect the mobility of older people and disabled people.
