Mark is a Business Manager for Colas Limited and is based at Colas’ head office at Rowfant West Sussex. With 22 years service for Colas, Mark has overall responsibility for all Civil Engineering activities across the South East as well as managing national operations for High Friction Surfacing and development, supply and installation of Variable Message Signs (Primarily for the Highways Agency).
A member of CIHT since 1991, Mark joined the Branch Committee in 2007 and became Recruitment Officer in 2008.
Mark lives at Kilndown near Cranbrook in Kent.

A BEng (Hons) qualified civil engineer by background, Jon has been working as a journalist within the UK highways and transportation sectors for 14 years. He was part of the team that re-launched the Institution's magazine in June 2002, initially as features editor and latterly as editor. Jon has a very keen interest in all things highways and transportation, including transport planning and skills and best practice development in highways and transport network operations and asset management.

is a Design/Project Manager working for Atkins (Rail Solutions). Since 2006 she has been seconded to client offices at Docklands Light Railway and is part of a team managing design & build contracts worth £230M to increase the capacity of the railway.
Danielle joined the committee in 2003 and was Branch Chair 2008-2009.
Richard is, by training, a Municipal Engineer with over 30 years experience in most aspects of municipal works. He has worked for several local authorities in the south east and recently was the City Development Control Engineer at Brighton and Hove City Council dealing mainly with major projects.
Richard holds a First Degree in Civil Engineering and his Masters is an M.B.A.
Richard has been a Member of the Institution since 1985. He was elected to the South Eastern Branch Committee in 1997, chaired the Recruitment Sub Committee 1999 to 2001, was Vice Chair 2001 to 2002, Chair 2002 to 2003 and championed the appointment of younger engineers to the Branch Committee. In 2005 he was part of the Institution team that for the first time organised and held the final of the Colas Premium Award outside London.
Richard mentored and supported Laura Peacock, the winner of the South Eastern Branch 2006 Young Engineers Competition.
At the 2006 Branch Annual General Meeting Richard was elected Branch Treasurer.
Peter is a chartered engineer with over 25 years’ experience in highway engineering in both the public and private sectors. Until recently he was a Contract Manager in the Consulting Division of Amey plc, where he headed the highways business in the Lewes office, providing engineering consultancy services to a range of local and central government clients.
Hide BiographyWendy Palmer is a Principal Engineer with Parsons Brinckerhoff in Godalming, Surrey, and has worked in the field of transportation for fifteen years. She is experienced in the design and project management of highways, traffic and road safety schemes and has specialised in Road Safety for nine years, with experience in the UK and overseas. She has been a member of CIHT for twelve years and is also a member of SoRSA, the CIHT’s Society of Road Safety Auditors. She is currently the Recruitment Secretary for the SE branch.
Mark Prior is Lead Commissioner for City Regulation & Infrastructure at Brighton & Hove City Council. This appointment follows his role as Assistant Director (Sustainable Transport) at Brighton & Hove City Council (June 2007 – 2010) and previously Head of Network Management and Assistant Director at Transport for London. Mark has over 15 years of demonstrable achievement and senior management experience, predominantly in the public sector as well as in the private sector. Mark is a professionally qualified Chartered Engineer with a first degree in Civil Engineering and a Masters in Business Administration (MBA).
Graham has worked in Construction and Highway Maintenance for 42 years. 20 years was spent with Kent CC Lab, 10 years with Colas and the past 12 years with various surface treatment companies.
As Technical Sales Manager for ARS Ltd, Graham covers London and the South East. Coming from a laboratory background makes him curious to know how things work and how various system can benefit, enhance and reduce whole life costs. A Member of the South East since 1990 Graham has played in many Locan Cup golf matches.
Andrew is a Transport Planner for Project Centre based at their Brighton office. His role focuses on transport and development planning and he has experience working for both public and private sector clients. His key responsibilities include delivering and project managing transport assessments, travel plans and a wide range of transport planning studies. Andrew was also involved working on the Local Area Traffic Management and Parking for the London 2012 Olympic Games.
Prior to his employment with Project Centre, Andrew studied Geography at the University of Plymouth where he obtained academic experience researching topics such as transport geography, sustainability, the UK planning system and also completed a dissertation which focused on the future of European high speed rail.
Having joined the South Eastern Branch committee in September 2010, Andrew is currently working towards professional accreditation through CIHT’s Transport Planning Professional qualification.
Dale is a Chartered Engineer with over 20 years’ local government experience in highways and structures. Until recently, Dale was the Head of Highway Operations for East Sussex County Council leading a team of 90 staff with responsibility for all highway maintenance operations including reactive, planned, winter services, traffic, structures, licensing and enforcement.

David has over 30 years experience of the delivery of highway services; following a long and successful career in local government, he moved to the private sector in 1998 to develop commercial and marketing skills.
David has played an active role in the CIHT for many years. He has been a member of Council since 2004 and sits on the Chartered Institution of Highways & Transportation’s Executive Board. He was Chair of the Network Infrastructure Management Board from 2007 to 2008 and has also served on the Membership Board. He is a past Chairman of the Institution’s South Eastern Branch, and has been on the Branch committee since 1999.
