The primary purpose of transport policy has been to meet the demand for further and faster travel. Its success can be seen in the spectacular rise in mileage – and in greenhouse gases added to existing dangerous concentrations in the atmosphere. No domain of policy can sensibly be determined without factoring in the planet’s remaining capacity to absorb these emissions. The only strategy with any prospect of success requires the imposition of a fixed and equitably-shared cap on release of the gases. This paper will discuss the implications for future policy and practice. Not taking steps to avert ecological catastrophe is inexcusable.
