David is Business Development Director of the Highways & Transportation division of Parsons Brinckerhoff and in this capacity is responsible for major bid management, marketing, customer relationship management and strategic development.

David has 30 years experience in the highways and transportation sector and, prior to joining PB in 2008, worked in the highway design, highway maintenance and rail markets, gaining experience in both consultancy and contracting organisations.

Work in the Midlands has included a period as Project Manager on the HA West Midlands Package ECI (M40 Junction 15 and Tollbar End), and earlier in his career he supervised construction of the Tamworth section of the M42 and managed a structures team designing post-tensioned bridges as part of the Birmingham Northern Relief Road that later became the M6 Toll.

He has also spent periods abroad, working on the Edirne-Kinali motorway in Turkey for 3 years, with shorter stays in India, Bangladesh and Kuwait.

In his year as Chairman of the West Midlands Branch (2012 – 2013) he intends to put significant focus on encouraging the greater involvement of younger members in the Institution

Steve is a Project Director with Mott MacDonald . In this capacity he is the Strategy Needs and Maintenance manager for the Balfour Beatty Mott MacDonald joint venture working for the Highways Agency in Area 2. He joined the company in May 2010.

Steve has over 25 years experience in the highways industry. The majority of this has been managing maintenance works on the motorway and trunk road network. Previously he was a Divisional Manager with Ringway for Worcestershire Highways, the Lincolnshire TMC contract and as bid manager for the Birmingham Highways PFI. He spent 3 years as General Manager for the Carillion-URS joint venture managing the Highways Agency’s Area 8 Managing Agent Contractor (MAC) Contract. 10 years with Atkins preceded this where he started on the very first concrete repair contract on the Midland Links Viaducts and oversaw the introduction of cathodic protection systems.

Steve is a Fellow of the Institution and was the first contractor to take the Chair of the West Midlands Branch. He is keen that the committee reflects all sectors of the industry. He has been a member of the Branch committee for nearly 10 years, the last three as secretary.

Mark Sheppard joined Parkman in 2001 as a Highways Engineer working towards Chartered status with the CIHT.

Ian Millership is a taxi expert and transport planner employed by CTS Traffic and Transportation Ltd, transport data collection specialists. Ian is also working on his own account developing other niche markets and seeking to widen the company champion base of CIHT support.

Ian has over 25 years experience in the transport planning industry. A major part of his early career was spent undertaking modelling work on the Highways Agency schemes in the Midlands, including the completion of the M40 and the introduction of the M6 Toll route. More recently, Ian has written succesful business cases for CIF funding for two councils, helping obtain around £9m of transport infrastructure funding. He has been involved in the recent Developing a Sustainable Transport System projects for the Department for Transport.

Ian is a Member of the Institution and has been part of the West Midlands committee for the last two years. He is keen to ensure that each company has a representative within the Institution and that everyone in the industry takes full advantage of the opportunities that being part of the institution offers. A key target is getting West Midlands membership over the 1000 mark as soon as possible.

Outside work, Ian enjoys model railways, travelling, visiting Vienna, and is part of the leadership team of a local Christian church in Bearwood.

Until December 2006 Steve was the Procurement Director at the Highways Agency (HA), having held the post for over 6 years. Over this period he was a member of the HA Board and their Audit Committee, and he also sat on the OGC Chief Executive’s Advisory Group and on the Association of Consultancy and Engineering’s Advisory Group.

Prior to becoming Procurement Director Steve had worked for the HA, or its predecessor organisations, for 25 years mainly on the planning, design and construction of major highway projects including the Second Severn Crossing, the Newbury Bypass, the M60 Manchester Orbital and the M6 Toll Road.

Steve is a Chartered Civil Engineer and a Member of the Institute of Purchasing and Supply.

Steve left the HA in March 2007 to establish a new small procurement consultancy, Rowsell Wright Limited.

Vincent is an Assistant Engineer with over three years of experience of working in highways and drainage.
He started his career with Parsons Brinkerhoff, based in their Birmingham Design office. His work involved the production of highway and drainage design drawings using DMRB, TSRGD, TSM and various software such as AutoCAD, AutoTRACK and Micro-Drainage.

He then moved to JMP in 2006 where he was involved in assisting the project manager in some major Highways projects and running of the team. As well as spending over three months on Broughton Manor Farm site as an Assistant Resident Engineer involved in running and supervision of the contract work. Meanwhile at JMP, he has advanced his technical skills in highways design and has learned to use PDS for 3D highway design work.
In July 2008, he transferred to the transport planning division, where he specialised in transport modelling, expanding his knowledge within the transportation industry. His work involved the used of various computer software such as VISSIM, TEMPRO and TRICS.

Vincent is currently the youngest committee member of the West Midlands Branch. He produces all promotion materials for the branch and has won the corporate identity award in 2006.
In 2007, he was appointed as the Chairman of the Young Professional Group in the West Midlands Branch, responsible for organising events for young engineers and to promote the Civil Engineering Industry.

With over 25 years of experience, Graeme has a wide range of expertise in national and international design, maintenance and management of highway projects. His primary involvement is with the business management of road assets. 

Anil is an Associate in the Highways team of Arup at their Solihull Campus.

Anil has over 25 years of experience in all aspects of design and construction of road and rail projects.

Anil was Arup’s Project Manager on the M40 Junction 15 (Longbridge) Bypass and A45/A46 Tollbar End Improvement schemes. He also spent a period of seven years working on the Channel Tunnel Rail Link (HS1).

He has worked on schemes in overseas countries, and has spent periods abroad in Australia and the Netherlands.

Anil is also a Supervising Civil Engineer and is involved in graduate training and development and mentoring of staff.

John is a Chartered Engineer and Fellow of the Institution with circa 20 years experience of infrastructure development. Key areas of experience have included highway and bridge design, assessment, contract preparation and commission and joint venture management.

David Smith is a Team Leader with the Highways Agency. He has been Project Manager for a variety of major road construction projects in the Midlands and the South-east of England. Recently he has been involved in developing policy in the Traffic Information area.
