This half day event focused on how buses play a vital part in providing accessibility for everyone and, through their efficient use of space, supporting the viability of high quality urban places.

For buses to play their full role, however, urban developments must be designed specifically to encourage their use. This involves bringing together the planning of land uses, the access routes to bus stops, and the bus infrastructure. Showing how this can be done is the unique contribution of 'Buses in Urban Developments'.

With the publication of 'Manual for Streets' in 2007 and 'Manual for Streets 2: Wider Application of the Principles', published by CIHT in 2010, official recognition was given for the first time to the importance of placemaking in the design of highways and other transport infrastructure, particularly in urban areas.

CIHT is developing a range of guidelines which will be based upon work carried out over the last few years in updating elements of the 1997 publication 'Transport in the Urban Environment' to assist professionals in implementing 'Manual for Streets'. This work will be grouped under the overall title of Streets and Transport in the Urban Environment.  Buses in Urban Developments is the latest contribution for STUE.

Andreas Markides photo smallAndreas Markides is the current President of the Chartered Institution of Highways and Transportation.

Andreas has  35 years’ experience in the industry, having worked on the planning, design and management of major development projects, urban extensions and town centre regeneration schemes as well as the design and supervision of infrastructure works for private and public sector clients in the UK and overseas. In the UK he has worked as expert witness at public inquiries for many different private and public sector clients.

Andreas was on the Board of Colin Buchanan for twelve years and Chairman for the period 2009-2011.  He was a partner at Odyssey Markides for three years, before establishing Markides Associates in October 2016, specialising in transport planning work. The company is based at Waterloo, London and it employs 20 transport planners and highway engineers.

He is on the Transport Panel of the Institution of Civil Engineers and is also a founding member of the Academy of Urbanism.  In 2013-14 he served as Planning Commissioner for the Island of Cyprus.

Andrew Hugill, Director of Policy & Technical Affairs

Andrew is the Director of Policy and Technical Affairs for The Chartered Institution of Highways and Transportation, which represents over 14,000 members from the highways and transportation sector in over 85 countries worldwide. Members come from a range of professional backgrounds relating to the building, maintenance, operation, design and planning of transportation networks.

Throughout his career Andrew has been focussed on the development of improved highway services in the UK. He is experienced in operating at a strategic, tactical and operational level across a wide range of authorities and organisations and has over 25 years’ experience of developing partnership approaches to service delivery. Before joining CIHT Andrew was Director of Central and Local Government services at Atkins where he provided advice to a range of clients in the sector.

Andrew joined Atkins in January 2006 from 4ps where he was a senior executive advising local authorities on the best way to develop, procure and deliver PFI and PPP schemes .He has a deep knowledge and wide range of experience of developing successful partnerships across the UK highways sector, using a range of contractual models. His understanding of the structure, funding, service development, procurement and delivery in the sector lead to a secondment to UKTI in 2010 to produce a report on the capability of the UK Highways sector.

Andrew is recognised at a senior level professionally, being a Trustee of CIHT for 6 years and has chaired both its Procurement and Education boards. He is a former chair of the Yorkshire and Humberside branch of CIHT.

Robert Rossiter, Strategic Allocations Transport Manager, Swindon Borough Council

Robert Rossiter has been employed in the transport sector since 2001, working for numerous 2 tier and unitary Highway Authorities and private sector consultancies.

Robert is currently employed by Swindon Borough Council to lead on the transport aspects of delivering 8000+ dwellings at the New Eastern Villages allocation. This role incorporates the transport assessment of developer proposals and authority led mitigation packages and builds upon experience leading the transport advice for planning approvals within the Cribbs Patchway New Neighbourhood (5700 dwellings) and North Fringe to Hengrove Package Metrobus scheme for South Gloucestershire Council.

Robert is well versed in the requirements of delivering sustainable multi modal accessible development and strongly advocates the incorporation of sustainable transport infrastructure and service providers in the Development Coordination and design process.

Lynda Addison OBE BSc Dip TP FCIHT MTPS, Chair, CIHT Sustainable Transport Panel

Lynda Addison smallLynda Addison OBE BSc Dip TP FCIHT MTPS is Chair of the Sustainable Transport Panel of CIHT, Chair of the Transport Planning Society  as well as an Adviser to The Campaign for Better Transport. She is a member of the Foundation for Integrated Transport’s steering group on transport and new development. She was until recently an English Heritage Commissioner including Vice Chair of EHAC and Chair of LAC, a Visiting Professor in Planning at the University of Westminster, and is a former Trustee of Living Streets and of the TCPA. As a Director of Garden City Developments CIC she is promoting 21st century “garden settlements” and chairs the Board of Trustees of a small charity, The Raheli Trust, working in Tanzania. She received her OBE for services to planning in 2006 and was awarded the RTPI/TPS Transport Planning Network award in 2010.

Lynda is a Director of Malcolm Baker Consulting specialising in planning management and the inter-relationship of planning and transport. She is a planner and transport planner by profession and was founder director of Addison & Associates, an award winning consultancy, from 1996 until October 2011 having previously been Director of Planning and Transport in the London Borough of Hounslow.  She worked in local government for nearly 30 years. Over the last 20 years Lynda has worked in the private sector but at national and local level supporting central government and local authorities to improve planning and transport services.  She has led on national best practice research and guidance from the operation of travel planning, local plans and housing assessments to resourcing and delivering effective development management and local planning.
