A rail renaissance for the West Midlands
 
The launch of the new West Midlands rail franchise in December 2017 marked the beginning of a major change for rail in the region. With unprecedented local influence, and a franchisee focussed on creating demonstrable change, it is an ideal time to hear from two local leaders charged with the responsibility for making change happen. Malcolm Holmes, Executive Director for West Midlands Rail, the local democratically accountable body leading rail devolution, and Richard Brooks, Customer Service Director, West Midlands for operator West Midlands Trains will be doing a double-act, taking us through the journey to date, and what we can expect to see in the future.

Richard Brooks, Customer Service Director, West Midlands Railway
Richard became the West Midlands Customer Service Director at the start of the franchise having previously been Commercial Director for London Midland. The role has been created to reflect the importance of the West Midlands business unit covering the Birmingham ‘travel to work area’ and Richard will work closely with West Midlands Rail and the West Midlands Combined Authority to drive forward improvements as well as being responsible for the front line customer service team. He will also oversee the implementation of a number of significant infrastructure and  customer service enhancements including new and enhanced trains and stations.
 
Malcolm Holmes, Executive Director, West Midlands Rail (WMR) and Director of Rail, Transport for West Midlands (TfWM)
Malcolm leads the development and delivery of local rail policy for the region. WMR has worked collaboratively with the Department for Transport to specify and procure the new West Midlands franchise which started operation in December 2017. WMR is a limited company owned by the local transport authorities of the West Midlands including TfWM, with the ultimate aim of creating a fully devolved rail franchise to support the economy of the region. A career railwayman of over 25 years, Malcolm’s background is in rail customer service, train crew management and operations. Previously holding senior posts with Chiltern Railways and LOROL, Malcolm has been working on West Midlands rail devolution since 2012.
