The future of local air quality management in the UK is uncertain. This uncertainty is in part driven by ambiguity for local authorities trying to develop air quality improvement strategies for short-term gain whereas clearly the goal should be to implement solutions which are more sustainable and far reaching in terms of their impact. There is therefore an urgent need to provide alternative methodologies to develop, test and monitor low emission measures which are underpinned by more sustainable philosophies. The Pollution Options Evaluation Tool (POET) is one such methodology being developed at AECOM that can be offered as a solution to the issue identified above. This talk will explain the approach and how it can be applied to assist the shared priorities of local authorities, planners and developers.
Kevin has been an air quality and emissions specialist for nearly 20 years with a core expertise in assessing transportation impacts. He has a strong research background and has used this knowledge to develop bespoke tools to assist air quality management. His work area has focused on providing support to UK and International Governments including being the technical reviewer for the LAQM report appraisal contract for Defra over the past 6 years and developing the first Low Emission Zone in the Middle East. It is understood that in order to maintain sustainable reductions of road traffic emissions there is an urgent need to generically integrate pollution assessment with developmental planning. In order to achieve this Kevin has developed workable KPIs which can lock in the benefits across shared priority areas (e.g. respiratory health and climate change). He is also an advocate that that improved education will help to address some of the underlying emission impact issues. To these ends Kevin has produced and deployed various key stage materials and tools for school education programmes.
