Chairman

Ian Medd
ian medd Ian is principal Safety Audit Advisor with Hampshire County Council, he was responsible for the development of the Safety Audit service in Hampshire, and the training and handbook used were subsequently taken up by other authorities in the UK and worldwide. Ian has undertaken over 1500 safety audits of all types in his 18 years experience in accident analysis, road safety education and safety engineering.  
 



Vice Chair

David George
david george David has worked in road safety engineering for both the public and private sectors and has completed in excess of 1500 Road Safety Audits at all stages. Some of the larger road safety audits have include the 500 million euro Pathos to Polis motorway in Cyprus and the M25 widening. David currently works for Hyder Consulting and has previously written and developed their collision investigation and prevention and road safety audit training courses which he has delivered in the UK and the Middle East. Expert witness work has included appearing at planning appeals for wind farms on driver distraction issues and at public inquiries on central reserve gap closures on road safety grounds. In collision investigation and prevention David has undertaken studies and remedial scheme design on a wide variety of locations. These include high-speed rural routes in Lincolnshire, cycle collisions in central Cambridge, arterial routes into London and DfT demonstration projects to reduce child casualties in Yeovil.

David is the Membership Secretary for SoRSA and was a section author for the 2008 IHT Road Safety Audit Guidelines.



Secretary

Alan Rookes
alan rookes Alan is currently a Technical Director based in Capita Symonds’ Cwmbran office.  In this role he oversees all Road Safety Engineering and Road Safety Audit activities, as well as the Road Safety Education, Training and Publicity service primarily provided for a number of local authorities.  In addition, Alan co-ordinates Capita Symonds country-wide Road Safety service and has specific responsibilities for ensuring that the Consultancy delivers Road Safety Audits in accordance with all relevant requirements.

Alan has been involved with Road Traffic Accident Investigation and Road Safety Engineering since the mid 1970’s, initially for the former Gwent County Council, subsequently for Gwent Consultancy and more recently for Capita Symonds.

Alan undertook his first Road Safety Audit in 1990 and during the intervening period has undertaken approximately 500 Audits, including approximately 30 Audits of temporary traffic management schemes on the motorway and trunk road network in England and Wales.  Audits have been completed for the Highways Agency, Welsh Assembly Government, Trunk Road Agents, many local authorities, developers, contractors and consultants and have been undertaken on a full range of improvement and maintenance schemes.

During his earlier career, Alan worked in highway design, transportation, traffic management and general municipal engineering.  This experience has given him a sound background for his Audit, and associated, work.

Becoming Secretary of SoRSA is Alan’s first venture into work for IHT, although he has been a professional reviewer for another institution for many years.  Alan is thoroughly enjoying the experience of working with other like minded professionals, is pleased with the development of SoRSA to date and looks forward to the challenges ahead. 
 


Membership Secretary

Julian Bartlett
julian bartlett

Julian has over 20 years experience in traffic and road safety engineering having been involved in both the public and private sectors during his career.  He started working for Gwent County Council before moving into private sector consultancy in the late 1990’s.  Julian worked for a number of the major consultants across the UK and is currently employed as a traffic engineer with Atkins working on diverse and innovative schemes across the UK.  During his time in road safety engineering he has been involved in excess of 1800 RSA’s at all stages of scheme development. The schemes have ranged from minor improvement works through to multi-million pound improvements on some of the busiest motorways both in the UK and overseas.

Julian is a Fellow of the Society of Road Safety Auditors (FSoRSA) and sits on the national committee where he undertakes the role of Membership Secretary.  He is also a committee member of the South Wales Branch of the IHT. Julian is passionate about what traffic engineers can do to improve the existing public realm to make it safer and more sustainable for all users.  He sees his role within SoRSA as putting back into the industry what he learnt from the many opportunities and experiences he had throughout his career and to encourage younger engineers to embrace the challenges that improving road safety brings to us all. 
 


Treasurer

John Barrell
john barrell I have over 25 years experience in road safety having been involved in both the public sector and consultancy work.  I started my career working for Salford City Council in 1974, before moving to Bolton Metropolitan Borough Council working on general engineering work. During this time I became a Chartered Engineer through the Institution of Municipal Engineers and have maintained a varied interest in all aspects of engineering since then.

I moved to the North East of England in 1980 where I was involved in redevelopment and infrastructure projects, with particular responsibility for traffic management and road safety issues, initially with Tyne and Wear County Council and (following abolition of the Met Counties) South Tyneside.  Since joining Ross Silcock (now part of Jacobs) in 1989, I have helped the firm develop its UK transportation safety research work, as well as being involved in overseas safety studies.

My expertise in Road Safety Audit, collision data analysis, black spot improvement and implementing road safety schemes is wide ranging and has covered schemes in UK and overseas.  Audits have ranged from motorway/trunk road schemes to minor improvements. I have always been keen on developing younger professionals and sharing my knowledge and passion for my work. I am visiting lecturer at Newcastle University on road safety topics, including CPR and RSA and have contributed to several international road safety guidelines. 

I became a member of IHT in 1995 after several years of attending branch meetings in recognition of the support and benefit I’d received.  I’ve been a member of the North Eastern Branch Committee since 2001 and was Branch Chairman in 2006/7.  With extensive experience of financial matters (having been Company Secretary of Ross Silcock Limited between 1995 and 2000) until the company was taken over by Jacobs, and also treasurer of several voluntary groups and Secretary of a Charitable Trust I felt that I could best support SoRSA’s success as Branch Treasurer.

Tim Cheesebrough
tim cheesebrough Tim is the National Discipline Leader for Road Safety with MWH New Zealand, having previously been the Network Planning Team Leader for Christchurch City Council, New Zealand.  Prior to arriving in New Zealand, Tim had some 28 years local authority experience in the UK, mainly with Hampshire County Council. There he was Group Engineer for Highway Safety and was the co-author for Hampshire County Council’s Safety Audit Handbook of the early 1990’s. He was also one of the editorial panel for the Institution’s second edition of its Safety Auditing Guidelines under the Chairmanship of Barbara Sabey. While in the UK, Tim was Secretary for the south eastern region Road Casualty Reduction 2010 Group and Chair of the CSS Camera Enforcement Technology Group. Christina George
christina george Christina has 13 years experience in Transport Planning and Traffic Engineering and is currently working as Principal Road Safety Auditor for TfL, additionally she has carried out a number of Road Safety Research Projects. Christina assisted in the development of a Road Safety Audit Training course for the National Roads Authority in Ireland. She also has experience of overseas safety engineering work.

Victoria Landon

victoria landon Victoria has 10 years experience as a Road Safety Engineer and has 9 years experience of Road Safety Audits at all stages in Local Authorities, Consultancies and for Highways Agency MACs. She has carried out over 300 Road Safety Audits predominantly as Team Leader throughout the UK and Ireland. Recently she has been undertaking stage 4 audits for the Highways Agency and has written the Area Safety Action plan for the Highways Agency Area 7 MAC.
 



Committee Members

Libby Sands

Libby Sands Libby Sands has a total of 37 years experience in the civil engineering profession, and for the past 23 years she has concentrated on the safety engineering, accident investigation and road safety audit fields. She began her working life with County Councils, before becoming a ‘Consultant’ after being 'outsourced' to Thorburn Colquhoun, (as they were then, now URS Corporation), in 1997. 



It is estimated that she has carried out over 5,000 road safety audits of all sizes, from the installation of a single new road sign to multi-million pound Bypass schemes. Libby is a Member of the CIHT Road Safety Panel, as a road safety engineering ‘expert’, and prior to that sat on the panel, which revised the Highways Agency Road Safety Audit Standard, which resulted in HD 19/03.

Libby, as the inaugural Chair of SoRSA from 2007 to 2009,  acts as the Society’s representative on the CIHT Board, in a non voting position, which she finds very interesting as it enables her to see how the CIHT works from the top down (Board) to member level (Branch and SoRSA Committees).




Lance Fogg

lance fogg Lance has been involved in Road Safety auditing since the late 1970's and assisted in the preparation of the first IHT Road Safety Guidelines. Until recently Lance was a Managing Consultant with Atkins but has now set up his own independent engineering consultancy, Arena Associates Ltd. As well as general road safety and traffic engineering he has undertaken several hundred road safety audits in his career working in both the public and private sectors, both here and overseas in Qatar and Indonesia.




Stuart Kay

stuart kay Stuart has over 20 years experience in highways and transportation related fields including highway maintenance and highway design, specialising in road safety engineering for the last 10 years. Stuart works for Faber Maunsell and is responsible for delivering AIP and RSA training courses. An accomplished Road Safety Auditor, Stuart has undertaken over 300 Road Safety Audits for a variety of clients.





Christopher Kettell

christopher kettell Christopher has over 9 years experience in highway design, specialising in road safety engineering and road safety audit. He is currently the  road safety team leader with Amey based in Chichester. Christopher has  worked for a number of Local Authorities,  SEEDA, BAA, States of Jersey and for a number of the Highways Agency MACs in the delivery of road safety engienering schemes and road safety audit, across all stages and scales / types of scheme.  Christopher sits on the membership sub committee of SoRSA.



Mike Mavin

mike mavin Mike has nearly 30 years experience of accident investigation and prevention, he has been undertaking Road Safety Audit for the last 14 years. Mike has audited a full range of schemes from a 31km dual carriageway to Artscape schemes on the public highway.






Peter Monger

peter monger Peter is an independent consulting traffic engineer who has a special interest in road safety since get- ting involved in AIP in the early seventies. He has worked in local government and in Hong Kong. He now audits motorway, national and local road schemes in Ireland and the UK, working at home in rural Sussex.





Helen Pace
Helen Pace Helen has worked in Local Government, specialising in Accident Investigation and Prevention, for nearly 30 years. She is currently Project Manager for Local Safety Schemes at East Sussex County Council. A role which involves identifying high risk sites, determining appropriate remedial measures and project managing the design and construction of the County Councils programme of Local Safety Schemes. Helen has been involved in the Road Safety Audit process since the early 1990’s and has undertaken many audits at all stages of design and on a wide range of scheme types. Helen is the Chair of the CSS South Eastern Accident Reduction Working Group and represents that group on the regional Casualty Reduction Group RCR2010 and on the CSS Traffic and Safety Working Group.



Stewart Paton

stewart paton Stewart runs his own road safety engineering and forensic road traffic accident investigation practice in 1998, following 25 years experience with major international consultancies. Stewart has provided road safety audit training courses at the Scottish Police Training College and to international consultants.
