Section A - Technical Skills

Candidates must demonstrate knowledge of a broad range of transport planning procedures and techniques, and a competence to work in specific areas. Some technical requirements are mandatory, others permit a choice within a set of options

The technical areas covered by the qualification are:

  • A1 The policy context
  • A2 Laws and regulations
  • A3 Data
  • A4 Transport models & forecasting
  • A5 Assessment
  • A6 Stakeholder engagement
  • A7 Developing strategic and master plans for transport
  • A8 Applying the principles of transport systems design
  • A9 Travel Planning
  • A10 The commercial and operational management of transport systems

These technical competencies are based on the *National Occupational Standards” (NOS) for Transport Planning developed by GoSkills and the Transport Planning Society and deal with technical knowledge, understanding and application to practice.

Section B – Management Skills

In addition to technical transport planning competence, all candidates must demonstrate competence in:

  • B1 Professional Leadership
  • B2 Interpersonal Skills
  • B3 Commitment and Professional Conduct.

These are based on standards produced by the Engineering Council (UK) for Chartered Engineers and cover generic management skills and professional conduct

Competency Levels

Candidates need to demonstrate certain levels of competence to achieve the qualification. These levels of competence are defined as:

  • Awareness: Requiring a general understanding of the area, including an appreciation of its relevance.Knowledge:
  • Requiring an understanding of how a requirement can be satisfied, in addition to a general awareness.
  • Experience: In addition to awareness and knowledge, an ability to carry out work under supervision.
  • Proficiency: In addition to awareness, knowledge and experience, an ability to carry out work without supervision and to supervise others.
