Ginny Clarke is a member of the Highways Agency Board with responsibilities for Technical Services, Procurement and Network Performance and Planning in the Agency. She was First Delegate to the World Road Association from 2001 for seven years and during this period was responsible for preparing the current Strategic Plan where Road Safety is a key theme for the organisation.

Robert Gifford is executive director of the Parliamentary Advisory Council for Transport Safety (PACTS) He is a member of the Ministerial Road Safety Advisory Panel. Since 1997 he has acted as a special adviser on transport safety matters to the House of Commons Transport Select Committee. He sits on the Safety Advisory Board set up by the Rail Safety and Standards Board and on the National Steering Group of the Driver Offender Retraining Group. He is also an external research adviser for the Department for Transport on road and vehicle safety.

Bob Cairns is Director of Engineering for the Department of Regional Development’s Roads Service, the sole road authority in Northern Ireland. As Director of Engineering he is responsible for the development, review and updating of engineering standards, policies, and procedures; and strategic planning, management and deployment of professional and technical staff throughout the agency, fulfilling the role of Head of Profession.

 In 2003, Elizabeth Alicandri became Director, Office of Safety Programs.  She leads a multidisciplinary staff in the development and administration of programs to improve the safe operations of roadways with an emphasis on coordinating with partners and stakeholders.  She provides national oversight and leadership in the largest infrastructure safety program in the US, including over $7 Billion in the Highway Safety Improvement Program and $600 Million in the Safe Routes to School Program.
