    Mark is UK Business Support Manager for the Contracting Work-stream of Colas Ltd, and is based at their head office at Rowfant West Sussex. With 31 years' service for Colas, Mark is an experienced manager in construction and maintenance of Highways and Airfields. He is currently project manager responsible for UK elements of a global business transformation project.
    Mark was elected Chair of SE Region in May 2017 having previously served as Senior Vice Chair of the South East Region May 2015 – May 2017.
     
    Prior to this Mark has also served as S.E. Branch Chair, Vice Chair and Recruitment Officer. He has been a Member of National Council, Director of Appian and  a  member of the Editorial panel for Transportation Professional.

    Steve has over 30 years experience as a Chartered Civil Engineer in the design and project management of a wide range of buildings and highways infrastructure

    Steve has over 30 years experience as a Chartered Civil Engineer. His work has included design and project management of a wide range of buildings and highways infrastructure, clean and waste water treatment works and sewerage projects. He has served 10 years on the CIHT Southern Branch committee and is currently Vice Chair of the South East Region. Steve's business, South Coast Civil Engineering, is providing technical resources to Hampshire County Council under the TRF Framework 2012 to 2016. Working within the Highways Consultancy, he has been engaged on the development of capital projects such as M27 Junction 5 Phase 3  a £1.9m lane widening of east and west bound slip roads onto the M27.     Bob has 35 years' experience in highways and transportation, having fulfilled a wide variety of roles in both public and private sectors. He's currently the Proposals Manager for Volker Highways

    Bob is an experienced asset manager and highways maintenance engineer and business development manager. He has 35 years’ experience in the highways and transportation industry. He spent the first half of his working life in the public sector working for both Hertfordshire and Oxfordshire County Councils. For the last 15 years, Bob has fulfilled various business development and management roles in highway maintenance organisations within the private sector. He is currently the Proposals Manager with VolkerHighways.In addition to being an active member of the CIHT and past Chair of the South East Region, Bob has also been engaged with the wider Highways Sector via involvement with HMEP, HTMA, RSTA, NHT and in the distant past with development of UKPMS and the UK’s RMMS. Bob has international experience in Business Development in the USA. Bob was recently elected Honorary Secretary of the SE Region. He is looking forward to help the region development, support the membership by supporting an interesting and accessible programme of events and supporting Mark and the committee.

    Jill joined the Thames & Chilterns branch committee in 2007 and was representative on Council from 2011 until 2014 when she became branch treasurer. As well as being the regional treasurer Jill is also a member of the Road Safety Panel.

    Jon Masters is a freelance journalist and editor. A civil engineer by background, Jon was part of the team that relaunched CIHT's magazine Transportation Professional in 2002

    Jon Masters is a freelance journalist and editor, currently associate editor of Infrastructure Intelligence and other titles. A civil engineer by background, Jon has been working as a journalist within the UK highways and transportation sectors since 1997. He was part of the team that re-launched the Institution's magazine in June 2002, initially as features editor and latterly as editor. Jon has a very keen interest in all things highways and transportation, including transport planning and skills and best practice development in highways and transport network operations and asset management.

    Sarah has over 10 years’ experience in the highways industry. As a quality bid manager, Sarah has been involved in numerous strategic bids; developing and presenting written proposals.

    Sarah has over 10 years’ experience in the highways industry, involved in both the procurement and bidding of contracts. In her current role as a quality bid manager, Sarah has been involved in numerous strategic bids; developing and presenting written proposals on operational delivery; covering technical solutions, communications, sustainability and community engagement strategies.

    Sarah holds both PRINCE 2 and APMP (IPMA Level D) Project Management qualifications, and in her previous role as a Project Manager, supported the London Borough of Hounslow in the procurement of their Highways Maintenance PFI contract. Sarah held a key role in the preparation of the contract and was involved in the detailed commercial negotiations on the operation of the services.

    Sarah has strong experience of all the key stages of a highways related procurement delivered using the Competitive Dialogue process and has a detailed understanding of contract risks and risk mitigation.

    Sarah also undertook a similar role for West Sussex County Council, supporting the South Coast Street Lighting PFI contract, and prior to that internal Local Authority change projects.

    He has over 30 years professional experience in transportation, structures and infrastructure design both within the public sector and in private practice. In May 1988 Stuart set up Stuart Michael Associates, initially specialising in transport and development infrastructure appraisals. The company is now a multi-disciplinary firm encompassing transportation, infrastructure planning and design, civils and structural engineering, environmental impact assessments and project management. Stuart regularly acts as an expert witness  at public inquiries providing evidence on transportation, highways  and traffic engineering, road safety and traffic impact assessments. Currently responsible for the management and day-to-day running of  the transportation group at SMA.

    Andrew Boyle MA CEng FICE FCIHT

    Andrew Boyle has over 50 years' experience of the highways and transportation industry, including as head of engineering policy at the Highways Agency. He's now a consultant and chair of WRA UK.

    Andrew Boyle graduated from the University of Cambridge in 1967, and worked on motorway and trunk road design and construction, before joining the Department of Transport in 1974. There he worked on the management and maintenance of trunk roads in the West Midlands, before later managing the planning, design and construction of major schemes in the Midlands and London. After managing computer software development he became Head of Engineering Policy Division at the Highways Agency where he had responsibility for the development of policy on Value for Money, Quality, Specifications, innovative traffic control systems and enforcement, road safety as well as European and International affairs. Since 1997 he has been an independent consultant and has worked in the UK, Bahrain, Israel, Poland and Palestine advising on a variety of matters connected with highways. He is currently Chair of the UK National Committee of the World Road Association and Chair of the Motorway Archive Special Interest Group at CIHT.

    David started as a graduate construction engineer with Wimpey Construction back in 1984 and subsequently progressed through to senior contract management, on the way working for Tarmac, Carillion and Ringway on a wide variety of public and private sector contracts, both in the UK and overseas.

    Over the past 7 years his passion and fascination for finding ways in which people, systems and process can work together more effectively have drawn him away from contract management and into the world of business system development and implementation in the highway and transportation industry.

    In 2014 David to joined a Causeway Technologies, a team of like-minded professionals who specialise in finding ways in which digital technology can provide solutions to the challenges faced within the construction and infrastructure management sector.

    Shafiq currently works as an Associate Professor in the Department of Urban & Regional Planning at Jahangirnagar University where he teaches Transport Planning modules.

    Shafiq currently works as an Associate Professor in the Department of Urban & Regional Planning at Jahangirnagar University where he teaches Transport Planning modules. Prior to this position, he worked as a Sustainable Transport Consultant for Transport Research Laboratory (TRL) for a period of 2 years. Before joining in TRL, Shafiq spent 3 years at University of Leeds for a research project on public transport. He is a trained urban planner and development manager with a focus on public transport and non-motorised modes. He has a PhD in Transport Studies, an MA in Transport Management, and an MSc in Regional Development and Management. He has strong academic background and extensive experience of conducting research on various aspects of urban transport and sustainable development. He has authored more than 50 papers published in journals and conference proceedings.

    He became a member of the CIHT in 2012 and joined the Committee in 2014.

    Peter Caillard

    Peter is a chartered civil engineer highly experienced in design and management of UK and overseas infrastructure projects. He's currently providing expert witness and advisory services

    Peter is a Chartered Civil Engineer with a background in the design and project management of a transport and infrastructure projects throughout the UK and overseas.

     

    His experience has covered major highways, railways, structures, transportation planning, public utilities, and development projects using a variety of forms of contract.  He has also undertaken much work with private sector developers, including master-planning, access design, parking studies.  He has undertaken research projects for the Highways Agency, and prepared drafts for new technical design standards.

    Currently, Peter is mainly involved in the provision of expert witness and advisory services in highways and civil engineering.  He has attended and given evidence to ICC tribunals and dispute hearings. He has prepared accident investigation reports for litigation, and appeared as an expert witness at planning appeals.  He gave evidence to the House of Commons Select Committee during the passage of the enabling legislation for the Channel Tunnel Rail Link.

    Richard is, by training, a Municipal Engineer with over 40 years experience in most aspects of municipal works. He has worked for several local authorities in the south east and currently is employed on a part time basis to advise Lewes District Council on all aspects of municipal engineering works. 
     
    Richard holds a First Degree in Civil Engineering and his Masters is an M.B.A.
     
    He's also been a Member of the Institution since 1985. He was elected to the South Eastern Branch Committee in 1997, chaired the Recruitment Sub Committee 1999 to 2001, was Vice Chair 2001 to 2002, Chair 2002 to 2003 and championed the appointment of younger engineers to the Branch Committee. In 2005 he was part of the Institution team that for the first time organised and held the final of the Colas sponsored Young Engineers Competition outside London.
     
    Richard mentored and supported Laura Peacock, the winner of the South Eastern Branch 2006 Young Engineers Competition.
    At the 2006 Branch Annual General Meeting Richard was elected Branch Treasurer, a post he held until 2013. Richard is now a Member of the South Eastern Regional Committee of the Institution.
     
    In 2014 Richard was invited to become an external, industry based, examiner at Masters Degree level in Highway Engineering at Brighton University.

    David is the PFI Director for Ringway with VINCI Ringway having been successful in securing two long term, 25 year, major highways PFI projects; the first being with the Isle of Wight Council and the second with the London Borough of Hounslow.

     

    David’s career in the highways industry started in 1979 as a graduate with Hampshire County Council, from where he moved to the Royal County of Berkshire and the then Babtie Group, before joining Ringway in 2001. He has a long and varied experience having worked in both the public and private sectors and also as a consultant, contractor and service provider.

    David has been a member of the Thames and Chilterns Branch Committee since 1994 and served for a number of years as the Branch Meetings Secretary. He was Chairman of the Thames and Chilterns Branch in 2007/2008 and was previously Chairman of the South Midlands Branch in 2000/2001. David first attended CIHT Council as Branch Representative and has served on a number of Boards and the Audit Committee. He subsequently served on the Board of Trustees and was then elected to the Presidential Team in 2011. He became Vice-President of CIHT at the Annual General Meeting in June 2012.

    Married to Viv, they live in Reading in Berkshire and enjoy spending time with their children and working on their house and garden. David has a number of other interests including travelling, music, good food and wine, steam railways and most sports – especially Manchester United and Wales!

    Sheila is a Past-President of the Chartered Institution of Highways & Transportation. She works as an independent transport and planning consultant having set up her own business in 2006 following a 30 year career in local government.  She frequently works in partnership with other consultants providing expert advice on sustainable transport, travel planning, parking management and spatial planning. 
     
    Sheila also works as a non-salaried planning inspector.  Prior to this she was director of planning and environment at the Royal Borough of Windsor and Maidenhead, an Assistant Director (Environment) and Brighton & Hove City Council and worked for many years at East Sussex County Council.
     
    Sheila has been involved in the South-Eastern branch since the mid 1980s and has served several periods on the National Council of the Institution since 1994.
