All Lanes Running on our Motorways Good or Bad? – A Debate

The Highways Agency has plans to increase the capacity of some of our motorways by using the existing hard shoulder as a live running lane at all times. Use of the hard shoulder as a running lane is not new, for example, parts of the M42 have used the hard shoulder at times when there is traffic congestion for many years. The new proposals change this arrangement and, in some areas, this has met with concerns about road safety and the safe operation of the motorway. This is particularly true in South Yorkshire where representations have been made to the Highways Agency and Department for Transport, as well as local MPs meeting with the Secretary of State for Transport. Already there has been much publicity in the technical press with opinions both ‘for’ and ‘against’. This meeting provides the opportunity for both sides to explain their proposals/concerns and for us to debate the issues.

Speakers

David Pilsworth – David is a civil engineer and has worked both within local and central government over the last 25 years. David is currently Senior Project Manager for the Highways Agency managing the M1 and M62 Managed Motorway schemes in West Yorkshire.

Stuart Walne is a Chief Inspector and is the Head of Roads Policing for South Yorkshire Police. His department is responsible for all aspects of roads and has comprehensive links with all emergency services and local authorities notably through the Safer Roads Partnership.
