The recession, a change of Government, new restricted national, regional and local budgets have all had a significant impact on the highways sector in recent months.

It is clear that the highways industry in the broadest sense - clients, operators and suppliers - will be operating in an environment of “more for less” for the short to medium term. It is unlikely that we will see much in the way of new highway construction or even in traditional means, by road widening, of increasing capacity. The key focus therefore will turn to management and maintenance of an already strained network to ensure that this most valuable of assets is managed to remain fit for purpose to deliver the UK economic recovery. This will need to be achieved against a background of increasing environmental regulation and taxation and reducing budgets. Therefore the sector needs, through innovation at all levels, a sustainably funded maintenance service as well as a maintenance service delivered sustainably to protect the essential highways asset.

The focus of this year’s event will, therefore, be twofold. ‘Asphalt 2010 - Maintaining is Sustaining’will draw on the expertise and experience of the speakers to demonstrate the difficulties in securing and sustaining funding for maintenance, alongside the well-evidenced effects of not having sufficient funds available. Secondly, how to maintain highways sustainably and responsibly in terms of environment and carbon footprint will be addressed.
