Lecture Overview
This presentation addresses the long distance travel market and the conditions on Britain’s inter-urban roads. Expectations for traffic growth and the likely effects of current policies are examined. It then looks at the range of policy alternatives and explores what these have to offer. Whilst there is a range of constructive interventions the presentation concludes that only a combination of efficient road user charging and selective expansions in inter–urban road capacity would be adequate for the task. Short term measures are needed to create breathing space whilst a new self financing pricing/investment regime is created.

Speaker Biography
David Bayliss is Director of Halcrow Consulting. A chartered engineer and town planner he started his career with Manchester Corporation and then moved to the Greater London Council where he became Chief Transport Planner. Subsequently as director of Planning for London Transport he was involved in planning the Docklands Light Railway, the Jubilee Line Extension and Croydon Tramlink. During his career he has been involved in almost all aspects of domestic transport has been an advisor to a number of international organisations and overseas governments. He has written and lectured widely and is currently a Visiting Professor in transport at Imperial College. Most recently he has co-authored Roads and Reality for the RAC Foundation which looks at the need for and impacts of a national roads programme.
