Jane Overton, Associate, Phil Jones Associates

Jane is an Associate at PJA and has over 11 years of experience in the field of transport planning. She has experience working across the fields of development planning and transport strategy, for a wide range of clients and spatial contexts. Across these projects, Jane fulfils the role of Project Manager alongside leading and undertaking technical inputs relating to data analysis, stakeholder engagement, transport modelling, demand forecasting and accessibility appraisals, and reporting. Jane achieved CTPP in July 2025, following completion of the TPS PDS scheme in 2021. She also leads PJA’s Movement & Place Graduate Development Programme, and regularly undertakes activities to inspire future generations into transport planning.

Caroline Aylmer-Shanks, Principal Consultant, Waterman Aspen on secondment to Stockport Council

Caroline has over 17 years of experience working in transport planning and is currently seconded into Stockport Council's Feasibility Team as a Team Leader, responsible for the design and delivery of high-quality transport interventions to encourage sustainable and active travel. She is a Chartered Transport Planning Professional, having taken the PTK route, is now a PTK reviewer and has been a mentor for others working towards CTPP. 

Steve Hunter, Associate Director, Steer

Steve Hunter leads Steer’s bus regulatory reform practice, with a background in business case development and assurance. He graduated with a MEng degree in civil engineering from the University of Leeds in 1995, and began his professional journey as a graduate engineer with Pell Frischmann Consultants Ltd in Wakefield. After joining Steer in 1999, Steve became a Chartered Engineer through CIHT in 2006 on the standard/professional review route. He became a Transport Planning Professional in 2009 through the senior route, and then Chartered Transport Planning Professional when this became available in 2019. After a number of years as a TPP professional reviewer, Steve joined the qualification’s Professional Standards Committee in 2018 serving until 2023 including two years as chair. In 2022 he took on a role auditing TPP reviews, and in 2023 he was appointed as one of CIHT’s two representatives on the Partnership Management Group which oversees the qualification.

Ian Woodhouse, Principal Transport Planner, Sheffield City Council

Ian is a Principal Transport Planner at Sheffield City Council in the Policy and Strategy Team, where he manages and supports the delivery of evidence-based transport strategies, policies and projects. He is a Chartered Transport Planning Professional (CTPP), having achieved chartership via the Professional Development Scheme (PDS) route, and has mentored colleagues towards the Level 3 Transport Planning Technician Apprenticeship, PDS and CTPP accreditation.
