Road casualties remain a serious problem in Hong Kong although fatalities have been dropping. There are many challenges for road design as the city is compact with severe constraints, yet large buses and trucks are extensively deployed on both highways and urban streets. Heavy traffic is to the disadvantage of pedestrians, yet the population is aging.
Since 2019, Road Safety Audit (RSA) has become mandatory for public road projects in Hong Kong. Outstanding RSA issues include pedestrian desire lines and crossings, directional signing, and highway roadside safety. Issues related to visibility, at-grade junctions, roundabouts, and interchanges are also frequently encountered. RSA is intended to deliver safer roads but close participation among all parties is essential. In many instances, it is too late to address critical issues. There can also be major disagreement among project offices, designers, and auditors as the “Safe System Approach” is not in the mainstream, whereas better practices may not be supported by design standards. Overall, it is concluded that a thorough review of RSA is timely for the next generation of safer roads.
This series is tailored to cater to civil engineers of all levels, including those at various grades, especially those who are involved in Road Safety Audits.

Julian KWONG CEng FICE MHKIE - Director, Chaussees Limited Julian is a consultant in road safety engineering, audit and signage. He has served as consultant to the United Nation, the Asian Development Bank and mainland authorities on highway safety and design standards. Julian has undertaken more than 180 RSA for various road projects in Hong Kong and mainland China, including expressways, tunnels, transport hubs, urban networks and cycle tracks. He advocates for lower urban speed limits and better integration between road safety and landscape design. |
