Lecture Synopsis:
The Highways Agency, in common with other UK Government departments and agencies, is looking to its suppliers to deliver improved value for money – especially in the current economic climate. The Agency’s Managing Agents, tasked with running England’s strategic road network, are expected to spend roughly £3.3bn up to 2015. While only about 5% (£165m) is likely to be spent on the design of network schemes, a modest 5% improvement in the productivity of design could save about £8m – a worthwhile saving whatever the economic outlook.
“Lean Construction” is an approach that aims to execute design and construction projects in the manner of an assembly line with the objective of minimising waste in time, effort and materials and hence maximising customer value. One Lean construction technique called “weekly work planning” was identified as having potential to raise the productivity of scheme design in the Managing Agent’s office in Bristol.
The presentation describes the theory of weekly work planning and explains how this was turned into a pilot intervention in the Bristol office. Financial and non-financial benefits are presented, and it is shown how weekly work planning provides information to empower continuous improvement. Finally, lessons learnt from the pilot intervention are given to aid those considering implementing weekly work planning in their organisations.
