The meeting will start with the presentation and will be followed by a short Q&A session before the AGM commences.
About the presentation:
The talk will cover how active travel has been invested in and promoted in Tees Valley over recent years and why it is important for the area. It will describe how Tees Valley Combined Authority has worked together with the five Tees Valley local authorities and WSP to respond to the government’s Cycling and Walking Investment Strategy. It will explain how the Local Cycling and Walking Infrastructure Plan process has been followed to identify the priority corridors where investment is now being made and construction will soon begin.
In addition, the talk will cover the local authority perspective on a Combined Authority led Local Cycling and Walking Infrastructure Plan (LCWIP) and the early development of a priority corridor. This will cover gaining senior management and political buy in, the move to use of LTN 1/20 and away from earlier guidance. Potential conflict with other modes will also be covered. The early design will be presented with some of the early issues addressed such as space restrictions.
The information will provide a background of the situation in Tees Valley, but also what could work in other areas. It will also present a process to help consider active travel as part of wider transport network planning alongside other transport innovations.
Members are welcome to stay for all or part of the event.
The talk is primarily targeted at transport planning practitioners that work in both the public and private sectors. Whilst it focuses on active travel, it covers a spatial transport network planning approach that can be applied to other modes of transport.
Fran Manancourt, Transport Planning Officer at Tees Valley Combined Authority
I have been a Transport Planning Officer for the last 20 years. Since graduating from Lancaster University with a degree in Environmental Science, I have been largely based at the Tees Valley Combined Authority and its previous incarnations.
I have a broad range of transport planning experience including strategy development, programme management, business case development, bid development, GIS and modelling. My role has involved working with strategic highways development, electric vehicles, website development and general accessibility planning. In recent years I have focused on the development of strategic active travel infrastructure and micromobility.
I am currently leading on the delivery of the Tees Valley Local Cycling and Walking Infrastructure Plan. I am responsible for overseeing the prioritisation process and coordinating the design, consultation and funding of individual projects.
Jonathan Kibble, Principal Transport Officer at Stockton-on-Tees Borough Council
I have worked in transport planning for 20 years. My career started with Sustrans, working on various cycling and walking projects and marketing of the Sustrans network. I then moved into a role working as the area manager for Sustrans in the Tees Valley working with the five authorities to enhance the National Cycle Network and promote sustainable travel to school. I then left to join Stockton Council in a sustainable travel role which then moved into a wider transport role before taking on my current role as Principal Transport Officer. I work closely with the Tees Valley Combined Authority and other partners in this role to develop and deliver on large scale transport schemes as well as developing policy across transport and physical activity.
Phil Freestone, Associate at WSP
Phil is an Associate Transport Planner with over 15 years of experience, specialising in active modes, behaviour change and business case production.
Phil leads WSP's Active and Sustainable Transport team across the Midlands, North and Scotland, managing a virtual team of multi-disciplinary experts in planning, design, economics and appraisal. The team work across the active travel, shared mobility, low-emission vehicle, travel demand management and behaviour change spaces.
He is project manager for technical support in the development and delivery of the Tees Valley Local Cycling and Walking Infrastructure Plan.
Phil is a past Chair of the CIHT North East & Cumbria Region, and continues to be a member of the Regional Committee.
We welcome applications to become a committee member from across all membership grades and from all backgrounds within the transportation sector.
Members from all parts of the North East & Cumbria region are encouraged to put themselves forward for nomination as we look to cover as- wide-an-area as possible.
As well as looking for new members of the committee, we currently have a specific opening for the officer role of Web/Communications Officer.
