The Partners Forum is a new initiative for 2021 and is open to all employees of CIHT Partner Organisations. The Forum is designed for a small group of representatives from Partner Organisations to come together to share views and opinion whilst discussing common industry issues and challenges.
The Green Book Review in 2020 emphasized that the ‘assessment of value for money is broader than the Benefit-Cost ratio alone but should assess all the relevant costs and benefits to society’. The current Green Paper from the Cabinet Office on Transforming Public Procurement, highlights ‘the need to develop procurement proposals that both achieve their intended objectives and deliver improved social welfare or wellbeing -referred to as social value’.
We are receiving a clear message that it is not necessarily the lowest price bid that will succeed but that in setting out procurement strategies, bid submissions, contract terms and evaluation of tenders, encouragement is being given to employ a broad view of value for money, that includes social value. Decisions on matching the right contracts with the right providers, in order to achieve the desired outputs, need to be based on what offers the best social value for money.
The Green Paper suggests, as an industry we need a more sophisticated understanding of different types of value, including social value, to be better able to assess and effectively delivery public contracts.
The Forum will discuss what that value is, how do we define it and to explore how we can best manage and maximize social value outcomes.
This Forum discussion will precede and tie into and CIHT series of webinars on ‘Understanding our Networks Better’. 17th – 19th February.
