The CIHT Republic of Ireland Conference 2026 will raise awareness of the experiences of all road users (walking, wheeling, cycling, commuting via public or private transport) towards better planning, design, and operation of transport networks for the safety of all. It will bring together industry leaders, practitioners and user representatives to explore how inclusive design can support safer and more accessible transport networks. Focusing on the integration of active travel, road safety and accessibility, the programme combines policy, practitioner insight and lived experience, alongside emerging professional contributions and a high-level panel discussion on advancing road safety through equality, diversity and inclusion.

Sue Percy - Chief Executive, CIHT Sue Percy is the Chief Executive Officer of the Chartered Institution of Highways and Transportation. Sue’s interests include improving the way transport infrastructure - including roads - is planned, funded, designed, built, managed and operated to meet societal needs, environmental imperatives and supporting a strong economy. She has a deep interest in changing the image of the transport infrastructure industry and making it a more diverse and inclusive career for all. Sue holds several voluntary Trustee and non-executive Director roles. She has worked in the built environment sector for over 30 years in allied professions, Higher Education and in local government. Sue was awarded a CBE in the Queen’s birthday honours in June 2019 for services to transport. |

Kate Carpenter - Director of Operational Road Safety at Jacobs & CIHT President Kate is a Fellow of CIHT and is the Director of Operational Road Safety – Buildings & Infrastructure (B&I) Europe at Jacobs. She is a Chartered Civil Engineer with 10 years’ experience in the planning, design and delivery of transport projects, and a further 26 years specialising in highway safety governance. |

Anne Shaw - CEO, National Transport Authority Anne Shaw is the Chief Executive Officer of Ireland's National Transport Authority. She is a highly respected and experienced leader in the transport sector. For over 30 years she has worked in regional and local roles that have delivered vital transport systems for communities across the UK. In 2022, she was made Executive Director of Transport for West Midlands – one of the biggest transport authorities in the UK. During this time, Anne delivered a highly successful transport strategy for the Birmingham 2022 Commonwealth Games.

Anne Graham – Former Chief Executive Officer, NTA & Chairperson of the Road Safety Authority Anne was appointed as Chairperson of the Road Safety Authority in February 2025. The RSA is responsible for vehicle safety standards, driver education and licensing and the promotion of road safety Anne Graham was Chief Executive Officer with the National Transport Authority (NTA) for 10 years up to December 2024 and an Executive member of the NTA board for that period. Prior to joining the NTA, she worked for over 20 years in the Dublin local authorities as a chartered civil engineer in the drainage, roads and traffic divisions; as a project manager on the redevelopment of Dublin’s O’Connell Street area and as an Area Manager in the South West area of the city. Anne was awarded BE (Civil) and Master of EngSc (Transportation) by UCD and Diploma in Environmental Engineering by TCD and an MBA by DCU. She is a Fellow of Engineers Ireland. |

Dr Suzanne Meade is a road safety specialist working with Transport Infrastructure Ireland (TII). She is a member of the Conference of European Directors of Roads (CEDR), the European Transport Safety Council (ETSC) and the European Road Transport Research Advisory Council (ERTRAC). Suzanne led TII’s recently published research on gender and mobility “Empowering Women to Cycle: Insights Beyond Numbers” and she is currently undertaking Safe Systems implementation research with CEDR.

Dr. Sarah Rock – TU Dublin Dr. Sarah Rock is a transport planning, urban regeneration and urban design specialist with over 20 years’ experience in the public and private sector, as well as academia, both in Ireland and abroad. She lectures in Technological University Dublin. Dr. Rock is leading TU Dublin’s research on the socio-economic and mobility impacts of Dún Laoghaire-Rathdown County Council’s ‘Covid Mobility’ programme since 2020, focusing on the reallocation of road-space to public realm and active travel infrastructure. Sarah’s key research and policy development interests lie in sustainable mobility and active travel, road space reallocation, road safety, and urban regeneration. |

Joe Seymour - Assistant Director, NTA Joe Seymour is a Chartered Engineer and Fellow of Engineers Ireland. Joe has over 30 years experience as a Transportation Professional, which has been gained in both the public and private sector and has particular expertise in Traffic Engineering, having been responsible for the design and delivery of sustainable transport projects and urban improvement schemes in Europe, Middle East and Africa. He is currently Assistant Director with the National Transportation Authority in Ireland, responsible for Sustainable and Active Travel investment, Strategic Planning, BusConnects Regional Cities, and Technical and Commercial Services. |

Vincent McCarthy - Contracts Support Engineer, NTA & Vice-Chair, CIHT Republic of Ireland Vincent McCarthy has been working with the National Transport Authority in various roles since 2017. He currently works as a Transport Planner Engineer III in the Service Planning Division, primarily responsible for assisting the Authority in its roll out of the Connecting Ireland Rural Transport Strategy. |

Jamie Millar – Vision Ireland / NCBI Jamie Millar is Policy Officer at Vision Ireland, promoting public policy which better supports people who are blind or vision impaired. He is currently based at Vision Ireland’s pan-disability Wayfinding Centre, the world’s first accessible transport training facility. |

John Fulham – Irish Wheelchair Association (IWA) John is the Public Engagement Manager for Irish Wheelchair Association. John worked as a Bank Manager with AIB for 24 years before changing career to join Irish Wheelchair Association His current role focusses on Advocacy supporting people with disabilities in having their voices heard on the issues important to them including topics such as Inclusion, Equity, Realising their Rights under the UNCRPD. Advocacy in relation to Transport is a key focus of his work. John is a wheelchair user who has his disability, Spina Bifida, since he was born. |

Matt Steele - Director, TTRSA Matthew has been a Director of Traffic Transport and Road Safety Associates Limited (TTRSA) since 2009. He has over twenty years of experience in the industry and specialises in the fields of Transport Planning and Road Safety. Matt is registered as a Road Safety Audit Team Leader with Transport Infrastructure Ireland (TII) and has undertaken all stages of Road Safety Audit (Stage F, 1, 1/2, 2, 3 and 4) on all types and scales of scheme, including the M50 motorway and its associated junctions. |

The CIHT Republic of Ireland Emerging Professional Presentation Competition gives emerging professionals the opportunity to showcase their work, research, and ideas to industry peers and judges through a short presentation and Q&A session. Entrants have competed in online presentation heats, with the shortlisted finalists progressing to present at the CIHT Republic of Ireland Conference. The competition is designed to support professional development and raise the profile of emerging talent. The winner will be announced at the conference.
This year's judges are Glenn Hingerty, Lecturer & Co-Chair of MSc in Sustainable Transport and Mobility, Colin Magwood, CIHT Northern Ireland Chair and Bid Manager at Northstone, & Karen McShane, CIHT Past President and Managing Director at Karen McShane Ltd.
Ciara is a Transport Planner at Jacobs with three years of experience working on a diverse range of transport planning and infrastructure projects across Ireland. Her experience spans strategic transport planning, options appraisal, and transport impact assessments, with a particular interest in developing sustainable transport solutions through improvements to public transport, active travel and traffic demand management measures.
Everyone has a right to safe, accessible and inclusive transportation. However, physical barriers, personal security concerns and fear of crime can inhibit women’s mobility and limit access to economic and social opportunities. Ciara's presentation will explore how transport professionals can embed gender inclusivity into the design of public transport to create safer, more accessible and inclusive transport systems that benefit everyone in society.
A recent graduate of the Sustainable Transport Planning double Master’s degree at Aalto University in Finland and Eindhoven University of Technology in the Netherlands.
Rural areas experience considerable transport poverty which can manifest as intense car dependency, reduced mobility for the elderly, young, and non-drivers, and unsafe travel. Hadley will assess how the design of rural DRT services contributes to social benefits by evaluating the case of the TFI Anseo DRT pilot running on Achill Island and concludes how the success of the service can be replicated across Ireland.
Philip is an Apprentice Civil Engineer with seven years of experience working with the AECOM Belfast Roads Team. He recently completed a MEng Civil Engineering course part-time at Ulster University as part of his apprenticeship, graduating in July 2026. During his career, Philip has worked on a diverse range of schemes, from major highways and interchanges to active travel and placemaking projects, developing his experience with both UK and Irish design standards. Currently, Philip is a design lead on the NTA Lot 3 Public Transport Design Team programme, working on the design of infrastructure to support new and existing bus routes across the Republic of Ireland.
This presentation explores how inclusive bus stop design can remove barriers for wheelchair users, people with visual impairments, older people, and others who rely on public transport. Drawing on experience from the NTA's PTDT Lot 3 programme, Philip will demonstrate how thoughtful engineering and inclusive design can improve mobility safety, support independent travel, and encourage greater confidence in public transport for everyone.
Leia is a Senior Data Scientist at SYSTRA with four years of experience in the transport industry. She specialises in data processing, statistical analysis, and data visualisation, bringing a strong analytical approach to solving complex challenges. Leia holds an MSc in Operational Research with Data Science from the University of Edinburgh and a Bachelor’s degree in Mathematics from Mexico.
Leia will present on the outcomes of the FUSION project which piloted an innovative approach to travel behaviour research by combining smartphone sensor-derived data with online survey responses to provide a richer understanding of transport behaviour across demographic groups. The findings show how this can support more inclusive, evidence-based transport planning and policy evaluation.
