Cat Goumal is Head of Education and Professional Development at the Chartered Institution of Highways and Transportation. With over a decade of managing education and professional development for professionals working in construction and the built environment, Cat now leads on all of CIHT's qualifications including the Chartered Transport Planning Professional, Chartered Engineer and the Transport Planning Technician Apprenticeship as well as raising the profile of careers in highways and transportation and ensuring CIHT members develop the skills and knowledge needed to tackle the changing requirements of the sector.
Deborah is a Chartered Engineer, Fellow of CIHT and the Academic Lead in Civil Engineering for the Professional Engineering Wing at the RSME, leading a team of civilian academic staff teaching a range of undergraduate and postgraduate military degrees. As the SCE for all RSME MSc graduate applicants, she is passionate about professional development and ensuring staff and students undertake appropriate CPD, gain real-world experience, and achieve professional qualifications. Deborah is a Past President of CIHT and currently serves on the JBM Board, Education and Professional Development Strategy Board, Self-Assessment Panel and Individual Route Assessment Panel, and is the EDI lead for the CIHT Southeast committee. She has been a professional reviewer and mentor for over 20 years. She is a Trustee and Vice Chair of Chatham Maritime Trust, a Rotarian, and a birder.
Dennis is a Chartered Engineer with over 30 years experience delivering nationally significant highway and infrastructure projects. As an Associate Technical Director, he provides technical leadership across complex, multi-disciplinary schemes, specialising in Highway Design, Technical Assurance, Construction Support, and NEC-based project delivery in high-risk, live environments. He has led UK and global teams, managed programme, cost, and risk, and acted as a key interface between Clients, Contractors, and Highway Authorities to achieve compliant, efficient delivery.
Dennis became a Professional Reviewer in 2026 and is a member of the Engineering Profession Standards Panel. He is committed to supporting the profession through mentoring and contributing to the development and assessment of future engineers.
