Traffic Congestion Reduction in a Major Town

In 2000 Barnsley Council decided that its signal controlled junctions needed improvement because at that time they were all running fixed time leading to delays and causing excessive congestion. Also many installations were life expired and needed to be replaced. In partnership with Siemens Traffic Solutions, Barnsley Council commenced an ambitious signal refurbishment programme which included the introduction of up-to-date Urban Traffic Control (UTC) and Variable Message Signs (VMS). An innovative solution was implemented which combines UTC and VMS to provide an automatic queue relocation system on all the strategic routes in Barnsley. The aim of this project was to manage queues by influencing signal timings whilst displaying real time pre-set messages on the VMS with no human intervention. The solution is fully automated and operates 365 days a year with automatic adjustments for weekends and bank holidays. This operation is cost effective as no additional operator resources are required to provide the enhanced management of the network. The system was described by a renowned ITS expert as being ‘spectacular’ and ‘something that most Traffic Managers still aspire to achieve’. The project was Highly Commended in 2012 in the CIHT Yorkshire & Humberside Branch Awards”.

Speakers
Gary McNaught – Gary started his career with the Highways Department of South Yorkshire County Council before joining the Traffic Division of Sheffield City Council in 1986 where he worked on major projects including Sheffield Supertram and Meadowhall Retail Centre. In 1999 he returned to Barnsley and is currently Group Leader Traffic.
Dave Carr – Dave formally worked for Humberside County Council and Hull City Council where he was Traffic Signals Manager. At Hull he managed the implementation of Intelligent Transport Systems. In 2008 Dave moved to Siemens Traffic Solutions.
