Join us for a timely and informative webinar exploring Wales’s four Regional Transport Plans (RTPs). This joint event hosted by CIHT, ICE and CILT in partnership with Welsh Government offers a unique opportunity for transport professionals to hear directly from those involved in shaping the future of mobility across Wales.
The RTPs play a vital role in delivering the ambitions of Wales’ National Transport Delivery Plan, ensuring a cohesive and sustainable transport network that meets the needs of communities and supports decarbonisation, economic growth, and social inclusion.

This session is designed for professionals working across the transport and infrastructure sectors, including planners, engineers, logistics specialists, and policymakers an interest in the development and delivery of transport strategy in Wales.
The Regional Transport Plans (RTPs) are strategic documents developed by four Corporate Joint Committees (CJCs) covering North, Mid, South West and South East Wales.
They set out a long-term vision and delivery framework for transport within their regions. Aligned with the Welsh Government’s National Transport Delivery Plan and wider policy goals, the RTPs aim to improve connectivity, promote sustainable and active travel, support economic development, and contribute to the decarbonisation of the transport system. They are a key mechanism for ensuring that local and regional transport priorities are coordinated, evidence-led, and contribute to a more equitable and efficient transport network across Wales.

Corrina James - Head of Transport Planning & Appraisal at Welsh Government Corinna James is Head of Transport Planning and Appraisal at the Welsh Government, where she leads the development of strategic transport policies and appraisal frameworks that support Wales’s transition to a more sustainable, inclusive, and resilient transport system. With extensive experience in transport strategy and policy, Corinna plays a key role in shaping evidence-based approaches that align with national goals on decarbonisation, equity, and economic development. She is a strong advocate for integrated planning and cross-sector collaboration, ensuring transport solutions deliver real benefits for communities across Wales. |

Adam Graham - Senior Transport Officer at Ambition North Wales Adam has over twenty years of transport planning experience. He has worked for local authorities in Northamptonshire, Knowsley, and Warrington. He then joined Transport for Wales, giving him the opportunity to work on the development of North Wales Metro projects, and to work with Ambition North Wales on the Regional Transport Plan for his home region. He has recently joined Ambition North Wales on secondment to support the delivery of the RTP. |

John Forsey - Head of Highways, Transport and Recycling at Powys County John joined the public sector in 2004 at Powys County Council looking after the councils’ transport services, then after taking a senior management role managing the Councils Fleet and Transport operations in 2017, he went into his current role in 2024. |

Matt Bowyer - Group Manager Network Infrastructure at City and County of Swansea Matt has over 25 years of experience in the development, design and construction of road and rail infrastructure projects. Formerly a Railway Signalling Engineer he moved into Highways and Intelligent Transport Systems and has been in his current role since 2022. As Group Manager, he manages a diverse section providing strategic leadership in Transport Policy, Transport Modelling, Traffic Management and Road Safety, Intelligent Transport Systems and Urban Traffic Control, Highway Development Control and Management, SUDs Approval Body and Parking Services. The group providing good value, high quality services to the travelling public and innovative solutions to mobility challenges and highway operations. |

Colan Mehaffey - Strategic Director of Policy, Impact and Partnerships at Cardiff Capital Region Colan Mehaffey serves as the Strategic Director for Policy, Impact & Partnerships at Cardiff Capital Region, focusing on regional economic, spatial planning, and transport policy. Colan has an extensive portfolio of experience, ranging from regional and organisational policy & strategy development to leadership of major programmes. He has worked across a variety of sectors, and prior to relocating to South Wales, Colan was a key figure in the £600m Data-Driven Innovation City Deal initiative for Edinburgh & South East Scotland. |
