There has been a call for more intensive improvements to local roads in order to address the highways maintenance backlog, estimated to be £10.5 billion across England and Wales. One in five roads is in poor condition with less than five years residual life. The poor state of the roads results in reduced productivity, increased fuel consumption, vehicle damage and traffic delay. Therefore, it is suggested that it is false economy to cut back road maintenance budgets.Is it time to move away from low budget to whole life solution in order to save our roads? If so, what are the whole life solutions?
