The ways we consult needs to evolve with these commitments coming forward by using more digital solutions with virtual and online consultations. This session will look at the benefits of using various consultation platforms and online engagement tools to facilitate flexible approaches to stakeholder engagement, even more so because of the pandemic.
In this joint session attendees will learn more about how digital technology can be a powerful way of connecting with the audience and being more inclusive, reach younger and some vulnerable groups.
Biography: Dan Phillips is a designer and engineer with 30 years’ experience in the development of innovative environments, products and services.
Dan studied at Imperial College and the University of Cambridge and is a senior research fellow and studio leader at the Intelligent Mobility Design Centre (IMDC) at the Royal College of Art and a design strategist at Design Science Ltd. He is a Fellow of the Royal Society of Arts and has been a member of a number of institutional advisory groups on cities, sustainability and the built environment.
Dan has led design research collaborations with the Transport Planning Society and Chartered Institution of Highways & Transportation on ‘Future Towns’; the RAC Foundation on Rural Mobility and Inclusive Mobility; with Weston Williamson Architects on Slow Interchanges; and with TRL on Driverless Futures in Urban Environments. He also led the delivery of the RCA design research 2020 symposium on ‘Designing Intelligence into our Cities’ with a range of industry, academic and RCA contributors.
Presentation summary: Dan's talk will outline work that they have done with communities to help them to imagine the future together. They aim to explore ways of engaging with people through asking the right questions, helping the community to learn together and imagining the future through transport and place-making changes. He will also share some research that they have done with other researchers and discuss some of the underlying theories around systems and behaviour change.
This talk is aimed at Transport professionals who are interested in sustainable mobility, the transition to net-zero and community participation in change.
Biography: Originally a civil engineer, Jan has been in the communication sector for more than two decades. He worked for top British, American and European companies before coming to National Highways, playing a key role in driving improvements to our stakeholder engagement and consultation activities for our major projects.
Presentation summary: National Highways has been engaging stakeholders across their major projects for many years, but COVID-19 impacted how they could do that. They changed their approach to fully digital during the height of the pandemic, as they couldn’t just stop talking to people, or including them in their consultations. During this time, they have recognised many benefits and now use a blended approach. Jan and Hannah will talk about the changes, benefits and what they learned.
Biography: Hannah has worked in Communications & Engagement for 15 years. From consultation and events to digital platforms and reputation management. Hannah is passionate about bringing their stakeholders along the journey with them.

Biography: Sue is a transport planner with 30 years’ experience in the private sector and UK local government. For the past 20 years she has been at Hertfordshire County Council and is currently Group Manager responsible for Transport Strategy.
In this this role she has been responsible for developing a variety of sustainable transport strategies and projects including Local Cycling and Walking Infrastructure plans (LCWIPS), the Speed Management Strategy, area-based transport plans and innovative projects such as a potential Mass Rapid Transit system across the County. She has also been responsible for the Active Travel fund bids and is part of the project team developing these schemes towards implementation.
She is head of profession for Transport Modelling in Hertfordshire and lead the transport planning and data team within the county which provides GIS services and transport and accident data collection and analysis
Presentation summary: The presentation will cover and showcase how we have used ArcGIS to develop storymaps for both early engagement activities and more detailed online consultation on cycling schemes being funded through the DfT Active Travel Fund.
Sue will show examples of how scheme information can be presented, how the public can post comments, and how the storymaps can be linked to online surveys.
