Ross Speirs, Service Manager (Structural Services), Fife Council
Ross is a Chartered Civil Engineer with over 30 years’ experience in all aspects of Civil, Transportation and now Structural Engineering. He is a Fellow of the CIHT and the ICE. He is currently the Service Manager for Fife Council’s Structural Services, with a remit covering £600m of Council Assets including bridges, retaining walls, viaducts, harbours and a coastline of approximately 170km. He is also holds the remit for all aspects of the Council’s duties under the Flood Risk Management (Scotland) Act 2009.
Ross has been a Professional Reviewer for the CIHT for 5 years, reviewing candidates at all levels of Professional Review and is a past Chair of CIHT Scotland.
Richard Llewellyn, Researcher, Edinburgh Napier University
Richard Llewellyn is Chair of the CIHT Education and Professional Development Strategic Board and a member of the Individual Route Assessment Panel. He has 25 years’ experience in the transportation industry, the first 15 years of which were spent in consultancy after which he has worked as a lecturer and researcher at Edinburgh Napier University. He is a Chartered engineer and assessor for the CIHT Individual Route.
