General Overview:

Reductions in Local Highway Authority budgets are likely to continue for the foreseeable future which means that officers face new challenges to maintain their levels of service.  Officers and Members need to consider new ways of working to maintain their levels of service for less funding or to make the best use of the limited funds available.  Sharing knowledge and practices is a foundation stone of the Highways Maintenance Efficiency Programme which is why it has developed a toolkit to aid Local Highway Authorities set up and operate shared service arrangements through a collaborative approach.  The toolkit also highlights the how to aspects of these arrangements by showcasing examples from across the sector where existing shared service arrangements are achieving financial savings and efficiencies.

The seminar was designed to give an overview of the four main areas where shared services can be established and how authorities have achieved efficiency savings.  An example from each of the following headings was presented: 

•    operational services – the front-end delivery of services
•    back office services – processing and administration
•    technical services – design and specialist technical knowledge
•    management services – shared management arrangements.

HMEP continues to seek examples of highway related shared services and ‘good practice’ from within the sector so if you have an examples, please contact the Programme to see how the information can be passed onto a wider audience.

The objective of the event was to support and promote the release of the new HMEP Shared Services Toolkit.  An overview of specific recommendations were presented that best promote the main themes and showcases the current ‘good practice’ from within the sector that others could consider or introduce to their service.
