ICE Transport Asset Management 2012:
Sustaining the Strength of the UK’s Highway and Railway Network

The UK’s highway and railway infrastructure is vital in maintaining the county’s competitiveness in the global market.

ICE Transport Asset Management 2012 highlights the interoperability of this infrastructure as a single transport network, focussing on the challenges to effective asset management:

  • Effective and accurate collection, dissemination and use of asset data
  • Improving efficiency with collaborative working
  • Keeping open communications with road and railway users

Plenary sessions will address the issues facing the transport network as a whole, before the conference splits into two highly focussed streams:
 
Highways:
The Institution of Civil Engineers  is working with the Department for Transport to launch the new HMEP guidance on asset management. Matthew Lugg will outline the new framework before chairing case studies on implementation of new working practices specific to drainage, asset deterioration and lifecycle modelling.

The Deputy Director of HM Treasury will speak about the process of good asset management as the source of data for Whole of Government Accounts. The Highway Authority Liaison Engineer on the Mersey Gateway Project will detail the measures in place at the procurement stage to ensure whole life considerations and value for money for this DBFO contract for major new infrastructure investment.

Railways:
Maria Eagle, Shadow Secretary of State for Transport, will outline the Labour Party’s proposals for improving value and service in the country’s railways, focussing on the benefits of a coordinated investment in infrastructure and operation, and the chairman of the Technical Strategy Leadership Group will discuss asset management in the Rail Technical Strategy.

The session will go on to address the long term strategy for asset management within the railway industry with speakers from the European Railway Agency and the Office of Rail Regulation. Train Operating Companies will be represented on the programme by the Managing Director of  First Capital Connect, who will present the needs and expectations of TOCs as the immediate client to infrastructure.
