This webinar will bring together experts from local government, Transport for London, logistics operators and academia to explore some of the biggest challenges and opportunities around Last Mile Delivery - the final stage of any process for delivering goods to end customers such as shops, bars, offices and people in their own homes. It follows on from CIHT’s recent briefing paper Last Mile Delivery – Challenges & Opportunities for Local Authorities.
Last Mile Delivery is about much more than managing the impact of home deliveries of packages and groceries. It is a fundamental plank of the local economy, without which supermarkets would go unstocked, hospitals left without medical supplies and construction sites without materials.
These benefits do however come with costs. Alongside long-standing concerns around congestion, air quality and safety, rapid change in consumer behaviour has left many councils dealing with increasing numbers of complaints about the increase of delivery vehicles on residential streets.
This webinar will explore how the efficiency and effectiveness of Last Mile Delivery can be improved, with contributors from local government, Transport for London, the logistics industry and academia.

Dr Daniela Paddeu is an Associate Professor of Sustainable Freight Futures at UWE Bristol. She is an internationally recognised expert on sustainable urban freight policy and planning research. She has successfully worked with senior government staff, including leading a Foresight freight technology review for the Government Office for Science, a series of DfT's reviews and UKRI project on freight futures and decarbonisation. Daniela is the author of several academic works on sustainable and innovative freight, and co-authored the Triple Access Planning handbook with a central role on "Access for Goods" to enhance sustainable urban mobility planning in uncertain futures.
Chris Plummer is Senior Strategy and Policy Manager for Logistics and Regulated Services at Transport for London. He has spent the past decade improving transport in London, primarily focused on innovative modes and business models such as dockless e-bikes and e-scooters, autonomous vehicles and ride hailing. He is passionate about driving forward new and improved ways of doing things and ensuring that London remains at the forefront of best practices, specifically around cleaner, safer and more efficient freight and private passenger services. He sees great potential for change in last mile delivery, especially in cities as diverse and crowded as London, and is excited to explore the potential for new policies around last mile delivery to deliver the Mayor of London's transport and environment strategies.
Jeremy Wiggin is Head of Sustainable Transport at Norfolk County Council. His team is responsible for highway network management and safety, as well as the management of local bus services and associated bus infrastructure, delivery of the Norfolk Bus Service Improvement Plan, electric vehicle infrastructure and moving traffic enforcement. Norfolk has also recently commissioned work looking at the role of freight in Norwich and the wider county. Jeremy will share insight gained from a local authority perspective and is representing ADEPT, whose members are at the heart of delivering clean, sustainable growth.
John Crosk is Chair of the Brewery Logistics Group. He joined Whitbread Beer company in 1980 as an engineer, and moved into logistics operations in 1983 before heading up their East of England operations. He joined Tradeteam/DHL to manage their London transport operations before becoming a GM in project management with DHL.
John has been Chair of the Brewery Logistics Group since 2020. He previously managed the Central London Freight Quality Partnerships which brings together London Councils, Transport for London, Trade Associations and freight operators, with the aim of finding solutions to Freight and Servicing issues.
