Midland Branch - Active Traffic Management on the M42

The presentation by Ray Hartshorne will cover the inception and development of the M42 Active Traffic Management Pilot Scheme, the UK’s first use of a motorway hard shoulder to provide additional capacity as an alternative to widening, by the application of technology and operational regimes.

Ray Hartshorne is a retired Police Officer having spent 30 years with West Midlands Police.  From 1986 to retirement Ray was an operational Inspector with the West Midlands Motorway Unit responsible for officers both on the road and within the Motorway Control Centre, policing the Midlands Motorway Network. During this period Ray also covered the role of the forces road safety Inspector and was the force spokesperson on all Traffic and road safety related matters. During the late 1980s Ray was involved in the setting up of a specialized motorway "HGV Squad" working with VOSA with a view to improving standards and safety on the major roads network, and was also instrumental in the development of the UK’s first purpose built video equipped covert Police patrol vehicle. Following retirement Ray was asked to join Mouchel to advise on the operational and safety issues relating to the M42 project, and he remains with Mouchel to the present time working on Managed Motorway projects.
