David will:
Refer to his work as co-author of “An Action Plan for Change”, CIHT’s joint report to Government in response to the first National Infrastructure Plan,
Highlight various Government initiatives and further plans (reflecting CIHT’s recommendations),
Consider how these all come together towards intended progress,
Discuss other possibilities and future direction,
Encourage discussion and views amongst all attendees
David Carter is a Chartered Civil Engineer with Parsons Brinckerhoff and a CIHT fellow.
He started his career in the public sector working for central and local government and then moved to the private sector, joining Parsons Brinckerhoff in 2002. David has a strong background in the planning and delivery of both public and private infrastructure, and has always retained a strong focus on helping clients to pursue their interests using value engineering and innovation to make sure things happen more quickly.
The financial crisis of 2007/2008 was the catalyst to David seeking out new and uncharted funding models and mechanisms to allow infrastructure plans to be delivered in the face of fluctuating financial models, rising costs of capital, and a general caution and prudence in the typical funding channels.
David worked extensively with CIHT and others to assemble the research and innovation for the joint report “An Action Plan for Change”, submitted to Government in February 2012 in response to the challenge set down in the first National Infrastructure Plan. This report examined the separate and co-joined elements of finance, planning, procurement and politics that shape the way infrastructure is delivered in the UK. His innovative work continues to help a range of public sector clients to find new approaches and models to financing and delivering their infrastructure.
