16,000 homes flooded. £1.3bn economic damage. Record rainfalls.
Since 1998 the UK has experienced a steady sequence of major flooding somewhere around the country. Boscastle in 2004 and Hull, Cheltenham and Gloucester in 2007 in particular imprinted themselves on the national consciousness due to the scale of damage or dislocation to normal life that the flooding caused. And then in December 2015 and January 2016 the weather let loose upon Cumbria, Lancashire, Yorkshire, central and eastern Scotland, causing magnitudes of flooding not seen in a lifetime and the headline impacts listed above.
Flood protection is once again high on the political agenda. But behind the political bluster and recriminations, some key questions need to be addressed.
