Travel Demand Management (TDM) encompasses strategies and policies aimed at optimising transport system efficiency by influencing when, where, and how people travel. Rather than imposing restrictions, TDM enables informed, flexible, and sustainable travel choices, benefiting both communities and the environment.
Sustainable transport infrastructure alone cannot resolve challenges such as congestion, air quality, and transport equity, as large-scale projects are slow to deliver and insufficient to meet decarbonisation targets. TDM provides a cost-effective, short- and long-term approach to managing demand within existing capacities while supporting sustainable growth.
This seminar will introduce TDM as a professional discipline, demonstrate its integration into project planning and policymaking, and highlight international case studies showcasing its role in accelerating sustainable transport outcomes.
Chloe Williams is an Associate Transport Planner and Travel Behaviour Change Lead at Arup, specialising in large-scale behaviour change and Travel Demand Management (TDM) projects across the UK, Middle East, and internationally.
With over 15 years’ experience, she has delivered complex TDM programmes for both public and private sectors, including the Birmingham 2022 Commonwealth Games, Hinkley Point C, and HS2. Achartered member of CILT and Chair of the CILT TDM Forum, Chloe is passionate about promoting TDM’s global benefits and ensuring strategic work translates into practical, on-the-ground solutions.
