Overview

This presentation will provide an overview of the legislative changes, the policy objectives behind them, and the accompanying guidance to support consistent implementation across Wales. We will explore the legal framework in Wales and key design considerations, practical application of the guidance, and lessons from early implementation to help practitioners deliver these crossings effectively and consistently.

The introduction of side road zebra crossings is intended to improve safety and accessibility for people walking and wheeling, helping to create streets that are safer, more inclusive, and better support active travel.

Keith’s presentation will cover the background to the Westminster City Council side road crossings study, the research that underpinned the decision to trial side road Zebra crossings, the results of the monitoring of the dozen SRZ schemes and the positive changes in driver behaviour that have occurred consistently across a variety of locations, environments and traffic conditions, along with next steps in the evolution and adoption of SRZs across the UK.

This event is is aimed at transport planners, highway engineers, road safety practitioners and other professionals involved in the design, delivery and management of the highway network.

Speakers

	Kaarina Ruta – Head of Road Safety Policy at Welsh Government She has a background in International Relations, working for the UNHCR and teaching Law and Politics at Cardiff University. Kaarina previously worked for the Welsh Local Government Association for five years as a senior policy officer for transport, covering road safety, active travel and other sustainable transport modes. She had an instrumental role in the introduction of the 20mph default speed limit in Wales and has been involved in side road zebras in Wales since the Cardiff trials and their evaluation. She then led on the policy proposal, the impact assessments, consultation and preparing the legislation.
	Teresa Guerreiro – Design Lead (Highways and Streets) at Transport for Wales Teresa is an Environmental and Civil Engineer with 18 years’ experience across Wales and Portugal. Teresa leads a team of engineers that help making Wales a better place to walk, wheel and cycle and provided technical leadership on the Side Road Zebra crossing guidance and the Active Travel Act Guidance 2026. Teresa is passionate about transforming environments to become more sustainable, inclusive, and accessible.
	Keith Firth – Director of Traffic & Transport at Norman Rourke Pryme Ltd Keith has over 40 years’ experience in highways and streetscape design, traffic engineering and traffic modelling in the UK as well as overseas, and has worked on numerous, award-winning major projects across London with a particular focus on active travel and public realm enhancement. Over the last couple of years his team has been working with Westminster City Council on the side road crossing study, exploring the opportunities for simple and low-cost measures to help make walking a more attractive, safe, inclusive and convenient choice for all.
