Streetworks and roadworks both occur on a highways network which is ageing and, generally, in decline.  

Everyone relies on the local highway network, which is why disruptions created by these highway works are a strong source of public frustration. These frustrations are compounded by inefficiency in maintenance practices, which create issues around congestion, can have a detrimental impact on road and street quality and create accessibility issues for users. All of which create additional costs for authorities in an already limited funding environment. 

Launching on September 25, CIHT's latest report, Reducing the impact of highway works on road users has been written to support the efficient delivery of these works, this report highlights some of the challenges and opportunities for authorities and works promoters and provides a set of recommendations for government in amending the regulatory environment around highway works.

Speakers

Kevin Hamilton BSc CEng MCIHT

Scottish Road Works Commissioner

Kevin was appointed as Scottish Road Works Commissioner in November 2020 for a five year term.  His role, which is independent of government,  is to monitor road works in Scotland and promote good practice within the sector with the aim of reducing the impact of road works.  He heads up a small team based in Edinburgh. He holds a degree in Civil Engineering, a post-graduate diploma in Transportation Engineering and is a Chartered Engineer with over 30 years experience in the roads sector.  His career has been mostly with local authorities in both Scotland and England. He is passionate about improving the management of roads assets, harnessing new technology and minimising the impact of road works activity on people and the environment.

Carolyn Harris    

Head of Key Route Network, Transport for West Midlands

Carolyn is Head of Key Route Network at Transport for West Midlands. With over 35 years experience in traffic and highways within local government, consultancy and contractor roles she is able to see the bigger picture from all sides of the fence. Communication and collaboration are at the heart of Carolyn’s work and she enjoys the challenge of bringing people together to ensure the best outcomes for communities in the West Midlands with a particular focus on network management.
