The Chartered Institution of Highways & Transportation (Malaysia Branch) is pleased to invite members and industry professionals to an exclusive Technical Talk and Site Visit to the SMART Tunnel - the world’s first dual-purpose tunnel system integrating stormwater management and motorway operations. Spanning approximately 9.7 km, the SMART Tunnel was developed to mitigate flash floods in Kuala Lumpur while simultaneously reducing traffic congestion within the city centre.
This technical programme will provide participants with valuable insights into the concept, development, operation and flood management functions of the SMART Tunnel, including:
The session will also highlight the SMART Tunnel’s role as a pioneering example of integrated urban infrastructure, showcasing how engineering innovation can simultaneously enhance flood resilience and urban mobility. Participants will further have the opportunity to visit the tunnel’s operational facilities and gain first-hand exposure to its sophisticated monitoring and control systems.

Ahmad Razlan Amir Hamzah - Head of Department / Senior Manager at Syarikat Mengurus Air Banjir & Terowong Sdn Bhd Registered with Board of Engineers Malaysia (BEM) Ahmad Razlan Amir Hamzah is a highly experienced Malaysian civil engineer with more than 34 years of professional experience in the planning, construction, operation and management of major infrastructure projects. Throughout his distinguished career, he has been actively involved in a wide range of infrastructure developments, particularly in the areas of highway operations, traffic management, tunnel systems, flood mitigation and urban infrastructure. |
He currently serves as Head of Department / Senior Manager at Syarikat Mengurus Air Banjir & Terowong Sdn Bhd, the operator of the SMART Tunnel. In this role, he is responsible for overseeing the operations and maintenance of the SMART Tunnel, including motorway operations, flood control coordination, tunnel safety, traffic management, emergency response preparedness and the management of third-party works within the tunnel corridor. His responsibilities also include ensuring the continuous reliability and operational readiness of one of Malaysia’s most iconic and technologically advanced infrastructure assets.
Ahmad Razlan has played an important role in the development and operation of the SMART Tunnel project, a globally recognised dual-purpose tunnel system designed to alleviate flash flooding in Kuala Lumpur while simultaneously reducing urban traffic congestion. Through his involvement, he has gained extensive practical expertise in integrated tunnel operations, stormwater management systems, motorway maintenance and incident response coordination.
