Overview

This technical programme will provide participants with valuable insights into the concept, development, operation and flood management functions of the SMART Tunnel, including:

• What the SMART Tunnel is and its significance as an innovative infrastructure solution;
• The rationale behind the development of the SMART Tunnel and the challenges it was designed to address; and
• How the SMART Tunnel operates under its various flood mitigation modes to manage stormwater flows during heavy rainfall events.

The session will also highlight the SMART Tunnel’s role as a pioneering example of integrated urban infrastructure, showcasing how engineering innovation can simultaneously enhance flood resilience and urban mobility. Participants will further have the opportunity to visit the tunnel’s operational facilities and gain first-hand exposure to its sophisticated monitoring and control systems.

• For the site visit, participants are required to bring their own PPE

Ahmad Razlan Amir Hamzah - Head of Department / Senior Manager at Syarikat Mengurus Air Banjir & Terowong Sdn Bhd Registered with Board of Engineers Malaysia (BEM) Ahmad Razlan Amir Hamzah is a highly experienced Malaysian civil engineer with more than 34 years of professional experience in the planning, construction, operation and management of major infrastructure projects. Throughout his distinguished career, he has been actively involved in a wide range of infrastructure developments, particularly in the areas of highway operations, traffic management, tunnel systems, flood mitigation and urban infrastructure.

He currently serves as Head of Department / Senior Manager at Syarikat Mengurus Air Banjir & Terowong Sdn Bhd, the operator of the SMART Tunnel. In this role, he is responsible for overseeing the operations and maintenance of the SMART Tunnel, including motorway operations, flood control coordination, tunnel safety, traffic management, emergency response preparedness and the management of third-party works within the tunnel corridor. His responsibilities also include ensuring the continuous reliability and operational readiness of one of Malaysia’s most iconic and technologically advanced infrastructure assets.

Ahmad Razlan has played an important role in the development and operation of the SMART Tunnel project, a globally recognised dual-purpose tunnel system designed to alleviate flash flooding in Kuala Lumpur while simultaneously reducing urban traffic congestion. Through his involvement, he has gained extensive practical expertise in integrated tunnel operations, stormwater management systems, motorway maintenance and incident response coordination.

His career spans key roles in major infrastructure projects, including:

• Stormwater management and tunnel infrastructure works;
• Vent shaft and underground construction projects;
• Pipeline and utility infrastructure developments;
• Slope rehabilitation and geotechnical stabilisation works in Sabah; and
• Early-stage infrastructure developments associated with LRT systems, highways, jetties and urban construction projects.

Overall, he is a seasoned engineering leader with extensive experience in large scale infrastructure, tunnel operations, flood mitigation, and project management.
