This meeting will examine the case for the greater use of High Friction Surfacing on roads in the UK with high risk of accidents.  Are local road authorities overlooking it as a cost-effective solution on the basis of accident rate reduction?  Trials in London in 1967 demonstrated a 50% reduction in skid-related accidents in the first year.  More recent studies suggest 57% reduction, delivering a first year rate of return (FYRR) of 352%.  This compares with a FYRR of 125 to 216% for different traffic calming measures and 260% for speed cameras.

Dr Howard Robinson describes the different types of High Friction Surfacing and explains why it can work so well.  Mike Harper gives a contractor’s view and advice about avoiding pitfalls.  Satbir Gill deals with the constraints and pressures on the road authority having responsibility for the safety of their road users, drivers and pedestrians alike.

Mike Harper  BSc(Hons), DipM, MCIM, MBA

Mike Harper is the Business Development Director for Stirling Lloyd globally and is responsible for the Safetrack portfolio of highway maintenance products. Mike has been in construction materials for 25 years, with most of that time in highways and has been with Stirling Lloyd for 15 years. Mike is the current Chairman of the RSTA and was chairman of the RSTA High Friction Surfacing Committee in the UK in 2013 and 2014. Mike also sits on the BBA Specialist Group 1, that guides policy on the use of high friction surfacing in the UK and has a particular interest in skid resistance issues on highways. Mike also chairs the RSTA committee on Crack Sealing & Joint Repair in asphalt roads.

Dr Howard Robinson BSc, Ph.D, C.Chem, MRSC, C.Sci, MEI, FCIHT, MIAT (Chief Executive, The Road Surface Treatments Association Ltd, Wolverhampton, UK )

Howard was appointed Chief Executive of the Road Surface Treatments Association (RSTA) in 2009 representing over 80 member organisations spanning the whole supply chain that collectively treat over 85% of UK roads each year. Prior to this he worked for various companies involved in supplying materials and services to the Roads Sector including; Redland, Nynas Bitumen, Wimpey Minerals and Tarmac.

Over the past 20 years Howard has served on various BSI committees and currently represents the RSTA on BSI committees B/510 and B/510/2 dealing with road materials and in particular surface treatments. He also represents the UK on CEN Committee TC227 WG2 and TG1 (Surface Dressing) and TG2 (Slurry Surfacings) dealing with European Standards for Surface Treatments. He previously served for 15 years (1994-2009) on the QPA (now Mineral Products Association) Slag Group and was the UK representative on the European Slag Association Board from 2000-09. Howard currently chairs National Highway Sector Scheme 13 for the Supply and Application of Surface Treatments onto Road Surfaces and is Secretary to Sector Scheme 23 for Small Scale Pavement Repairs.

He has been a Visiting Professor at Liverpool John Moores University, School of The Built Environment since 2001 and has chaired the annual LJMU conference since its inception in 2002. He holds a Ph.D. in Physical Chemistry from the University of Leicester and is a chartered chemist and chartered scientist. He was made a Fellow of the Chartered Institute of Highways and Transportation in 2013.

 Howard has been actively involved with industry level research and development since entering the construction industry in 1985 with over 30 papers published relating to bitumen, asphalt, concrete, recycling, industrial slag materials and road surface treatments. He has also presented at numerous UK and European industry conferences and has had several patents granted in the field of aggregates and asphalt.

 

Satbir Gill BSc (Eng), DIC, MSc, CEng, MICE, MCIHT, RMaPS

Satbir Gill, Past President of The Local Government Technical Advisors Group (TAG) is a Chartered Engineer, Member of the Institution of Civil Engineers, The Association of Project Safety and Chartered Institution of Highways and Transportation.

Satbir has a wide range of experience in network management, highways maintenance, structures, highways asset management, freight management, the role of CDM-C (since April 2007) and highways management systems.

Satbir has played an active role in TAG for many years and has been a member of TAG Council since 2007.  He has been on the UK Bridges Board since 2008, UK Network Management Board since 2012, Institution of Civil Engineers Health and Safety Expert Panel since May 2015 and is the past Chairman of the London Bridge Engineering Group and Highways Maintenance Steering Group for North East Sector.  During his 31 year varied career in civil engineering, Satbir has led many complex projects ranging between £10k to £800m, both abroad and in the UK including some funded by the World Bank, Department of Transport and Transport for London.

Satbir is currently the Network Manager and CDM-C/Principal Designer with Hounslow Highways, working on a 25 year, £800 million Highways PFI.
