Plans to alleviate a major traffic bottleneck at Belfast’s York Street Interchange will now undergo a “short, sharp” review considering how best to proceed with the project following several years of delay.

Northern Ireland’s Infrastructure Minister Nichola Mallon said on Monday that she is determined to deliver proposed improvements to the junction, but emphasised the need for “an approach to the scheme that is future proofed and forward looking”.
Peak time delays and congestion are common at the interchange to the north of Belfast, where the Westlink, M2 and M3 are currently connected through a complex arrangement of traffic signals and conflict with local traffic movements.
The proposed upgrade is set to improve traffic flows by providing a fully grade separated interchange. However a legal challenge to the procurement process for the project has put the scheme on hold since 2017.
“I am conscious that much of the development work was carried out several years ago,” said Nichola Mallon, adding that she is “keen to ensure that the scheme we move to procure is one capable not only of connecting people to opportunities but also of promoting sustainable travel, improving road safety and enhancing the north end of the city centre”.
The external review of the project commissioned by the Minister will also consider factors including wellbeing and responding to the climate emergency as well as wider policy ambitions, in advance of moving to the procurement phase.
Belfast Chamber of Commerce has welcomed the review into the York Street Interchange upgrade, which it described as “absolutely essential” to the future success of the region’s economy.
Its chief executive Simon Hamilton said: “We are especially welcoming of the Minister’s clear statement that she is determined to see this important project delivered.
“A short, sharp review to ensure that the scheme is forward looking and future proofed as the Minister indicates is a sensible step,” he added. “We hope that it won’t be long before we hear the Minister announce a date for the commencement of construction on this vital piece of infrastructure.”
