The report is required by the Infrastructure Act 2015 and covers 1 April 2017 to 31 March 2018. It is the third report published since the creation of Highways England (HE). This year the focus is on the growing ability of HE and the upcoming RIS2

Highlights include:

  • Keeping 98.3% of the network open to traffic
  • Clearing 87.9% of incidents within an hour
  • £77 million of a £100 million scheme to unlock housing development has been committed to date.

Less promising is the report that KPI's on road safety are not being met, including those on incidents including 'Killed or seriously injured' and that customer satisfaction with road works is below target at 88.7%.
