The CIHT FUTURES report that was launched in 2016 on the back of a series of workshops held by Glenn Lyons challenged traditional ways of doing transport planning and appraisals. During the workshops it became evident that some were not at ease with the methods that were applied in the industry at the time.
The traditional approach was referred to as working in alignment with a ‘regime-compliant’ approach. This reflects the “way of the world we have known” and involves prediction, cost-benefit analysis, with transport investment linked to economic prosperity. It implies that we can predict the future and so potentially ignores uncertainty. Another approach was presented as the “regime-testing” approach which seeks to embrace uncertainty, questions the continuity of the past, and promotes scenario testing.
