The Technical Oversight and Advisory Group (TOAG) will work closely with Active Travel England (ATE) to help meet the Government’s objectives to get more people walking, wheeling and cycling.  The group will focus on addressing the barriers people face to active travel, particularly people from underrepresented groups.

The brand-new advisory group will work closely with ATE to help meet the Government's objectives to get more people walking, wheeling and cycling. The purpose of the TOAG is to:

  • Provide ATE with an expert external advisory group to support the development of new and improved technical products and processes (for example, supporting the development of digital systems, data analysis, guidance, procurement procedures and training materials) and an associated programme of research.
  • Provide independent oversight and assurance of ATE’s technical products and processes, seeking opportunities for efficiencies and collaborative working.

Membership has been drawn primarily from local government, academia and transport professionals (including non-governmental organisations). Representatives from the Department for Transport Central and the Disabled Persons Transport Advisory Committee (DPTAC) have permanent invitation to join.

CIHT’s Director of Policy and Technical Affairs, Antoneta Horbury says: 

I am delighted to be joining Active Travel England’s Technical Oversight and Advisory Group, to help ATE meet the Government’s objectives to get more people walking, wheeling and cycling. I am really looking forward to working with ATE and my fellow TOAG members and to build on the work CIHT has done in its 2024 report “Creating a Public Realm for All” and its 2025 report “Overcoming the barriers to implementing active travel schemes”, which will be published in early November.
