The Transport Committee's inquiry is into the appraisal and delivery of UK major transport infrastructure projects to better understand what lessons can be learned and applied. The inquiry considers transport infrastructure strategy and priorities; the appraisal and funding of transport infrastructure; oversight, accountability and governance of transport infrastructure projects; factors influencing the cost and capacity and skills required to deliver the infrastructure plans. 

CIHT's response to the inquiry focussed on the need to deliver a National Transport Strategy. Key points from CIHT's submission include: 

• The need to create a National Transport Strategy with a long-term framework over a sustained period to determine and then deliver infrastructure priorities
• A National Transport Strategy to include pipeline of infrastructure investment
• The need to improve links between planning and transport
• Increased focus on delivering Net Zero and more ambitious timescales for doing so
• Transport appraisal should follow decide-and-provide principles and better take environmental factors into consideration
• CIHT are pleased to see the working relationship between the Department for Transport and the Ministry of Housing, Communities and Local Government, including in its development of the National Model Design Code and Manual for Streets
• The need for the government to develop in collaboration with the highways and transportation sector a clear strategy for developing a workforce and the skills that are needed to continue to be able to deliver world class infrastructure
