CIHT seeks further evidence for the CIHT Review of Local Highways

The CIHT Review - Improving Local Highways is looking at a number of key areas:

Creating a vision for effective and sustainable maintenance of the local highway network.
Exploring the opportunities to inspire and create real change for the industry.
Exploring alternative funding models and news ways of managing the local highway network.
Considering best practice and innovative solutions from around the world.
Overcoming the barriers and challenges that have limited reform before.

The review is progressing well and one issue that is being explored is the need for a ‘Totex’ approach to maintenance funding which provides ring-fenced capital and revenue budgets to enable comprehensive programmes of structural maintenance and routine maintenance activities to take place. There is no specific grant which provides revenue funding for highway maintenance services and the review is concerned that increasing pressure on adults and children’s services where there are statutory care responsibilities has resulted in reducing budget provision in services such as highway maintenance.
