The CIHT Review - Improving Local Highways is looking at a number of key areas:
The review is progressing well and one issue that is being explored is the need for a ‘Totex’ approach to maintenance funding which provides ring-fenced capital and revenue budgets to enable comprehensive programmes of structural maintenance and routine maintenance activities to take place. There is no specific grant which provides revenue funding for highway maintenance services and the review is concerned that increasing pressure on adults and children’s services where there are statutory care responsibilities has resulted in reducing budget provision in services such as highway maintenance.
