The Chartered Institution of Highways & Transportation (CIHT) is proud to support the launch of a new  report — Transport Resilience in a Changing Climate: The Case for Investment — developed by Arup as part of the London Transport Museum’s Interchange Programme.

The report, officially released on 18 June 2025, brings together insights from a series of workshops involving stakeholders from across the transport sector, including CIHT.
This publication echoes and reinforces CIHT’s own work in Delivering a Resilient Transport Network, which highlights the importance of maintaining and future-proofing highway infrastructure against increasingly frequent extreme weather events.

It was a pleasure to be part of the invited audience and engage with a cross-section of the transport industry. Of the many key points made to urgently address the need for an effective residence and adaptation response, the importance of professional collaboration is evident and it is clearly gaining momentum as CIHT and others seek to keep this issue to the fore.

Key Takeaways from the report

1.Establish Common Goal

Develop a sector-wide SMART (Specific, Measurable, Achievable, Relevant and Time-bound) target to align stakeholders and create a shared direction for resilience

2. Build Cross-Sector Collaboration

Foster stronger cooperation between government, private operators, and professional bodies to prevent fragmented approaches and share vital data and tools.

3.Implement Resource and Finance Effectively

Use innovative funding models like green bonds, public-private partnerships, and resilience-based insurance frameworks to embed long-term adaptation into investment plans.

4. Inform Decisions Through Data and Innovation

Harness AI, real-time monitoring, and shared data systems to better anticipate climate risks and make evidence-based investment decisions.

5. Adopt a Resilience Mindset

Shift perceptions of resilience from a cost to an opportunity — showcasing its economic, social, and environmental benefits to drive community and political support.
