The Chartered Institution of Highways & Transportation (CIHT) has welcomed the publication of the UK Government’s new national integrated transport strategy, Better Connected: A Strategy for Integrated Transport, which sets out a long‑term framework for delivering a more joined‑up, accessible and user‑focused transport system across England.

Published today (2 April 2026) by the Department for Transport, the strategy aims to make journeys simpler and more reliable by improving integration across transport modes, simplifying payments, information access, and empowering local leaders to design transport systems that better meet local needs. Measures announced alongside the strategy include proposals to expand contactless “tap‑and‑go” travel across buses, trams and trains, improved real‑time information for passengers, and stronger coordination between different parts of the transport network.

CIHT has consistently called for the introduction of an integrated national transport strategy to provide a clear, long‑term vision for how the transport system should be planned, delivered and operated. CIHT welcomes the Government’s commitment to set out a single national framework that places people and places at the heart of transport decision‑making.

We therefore welcome the publication of Better Connected and the Government’s commitment to creating a more joined‑up, accessible and affordable transport network.

“The strategy reflects many of the priorities CIHT has consistently highlighted, including the need to simplify journeys for users, improve integration across modes, empower local leaders and ensure transport better supports economic growth, inclusion and decarbonisation. Turning this ambition into delivery will now be critical, and CIHT looks forward to continuing to work with Government and partners to help make integrated transport a reality for communities across England.”


Alignment with CIHT policy priorities

CIHT notes that the core themes of Better Connected closely align with recommendations previously made to Government on what should be included in an Integrated National Transport Strategy. CIHT welcomes the strategy’s emphasis on:

  • Improving integration between walking, wheeling, cycling, public transport and other modes to support seamless, door‑to‑door journeys
  • Simplifying payment systems and access to passenger information, reducing complexity and improving the customer experience
  • Supporting inclusive, affordable and accessible transport for people and businesses, including those without access to a private car
  • Giving local and regional leaders the tools, flexibility and long‑term certainty needed to deliver joined‑up transport systems

These priorities reflect CIHT’s view that a successful integrated transport strategy should deliver improved customer choice and experience, better connectivity to opportunity, and a safer, cleaner and more inclusive transport network.


Continued collaboration

The publication of Better Connected builds on ongoing engagement between CIHT and the Department for Transport during the development of the strategy. Earlier this year, the Secretary of State for Transport welcomed CIHT’s contribution to the strategy and recognised the close alignment between CIHT’s strategic goals and the Government’s ambitions for transport reform.

As the professional body for highways and transportation, CIHT will continue to engage with its members, Government and industry partners to support the effective implementation of the strategy and the delivery of a resilient, joined‑up transport system that improves everyday journeys and supports inclusive economic growth.
