CIHT welcomes Martin Tugwell as new President for 2019/20

The Chartered Institution of Highways & Transportation (CIHT) is pleased to announce the inauguration of Martin Tugwell as the Institution’s new elected President for 2019/20. Martin is Director for England’s Economic Heartland.

'Shaping Tomorrow Today'

Martin was welcomed into the year-long Presidential role starting this month at an inauguration event attended by industry leaders and other key stakeholders held at CIHT’s Britannia Walk offices in London on Wednesday 19 June 2019.

The overarching theme for Martin’s Presidential year is ‘Shaping Tomorrow Today’.

This reflects CIHT’s vision of: ‘World-class transportation infrastructure and services’ and supports the Institution’s mission: ‘To demonstrate transport infrastructure’s contribution to a prosperous economy and a healthy and inclusive society’. It reinforces the Institution’s objective to engage all professionals to deliver: ‘Door-to-door journeys, smooth interchanges and reliable, safe and efficient systems for all of society’.

He will focus on supporting CIHT’s strategic objective to broaden membership to embrace all aspects of transport infrastructure (including transport planning) while continuing to value the Institution’s roots in highway engineering. Martin is committed to making the sector appealing to younger people and retaining talent throughout the career journey.

Martin Tugwell, President, CIHT said:

“It is an honour to become President of the Institution and I am looking forward to advocating the work of CIHT. Our work as a sector in designing and delivering transport infrastructure and services allows us to resolve problems and provide capacity for growth.”

“Every day, the highways and transportation sector make a real and practical difference – for communities and businesses. Through managing and maintaining our existing assets we get children to school, help people get to work, enable businesses to fulfil customer orders, give each of us access to opportunities and services that make our lives richer.”

“My theme for this year is Shaping Tomorrow Today. By improving connectivity, through investing in the ability to travel and communicate we can create opportunities for all. Through this we work at the very heart of society and help to shape people’s futures.”

“Our key priorities over the next year include ensuring that CIHT are at the forefront of the debate about the future of our transport systems. There are 3 key issues that we plan on exploring:

  • Making the case for investment in infrastructure and services
  • Championing the need for a more diverse and inclusive profession
  • Harnessing the power of vision-led scenario planning to accelerate infrastructure delivery”


Martin Tugwell

Martin Tugwell has over 30 years of experience in strategic transport and infrastructure planning whilst operating at national, regional and local levels. He is Director for England’s Economic Heartland – a Strategic Alliance of County and Unitary Councils and Local Enterprise Partnerships that stretches from Swindon and Oxfordshire through Milton Keynes across Cambridgeshire and from Northamptonshire across to Luton and Hertfordshire.

England’s Economic Heartland provides leadership on strategic infrastructure issues, in particular, those relating to transport, digital connectivity and utilities. Having helped establish the Strategic Transport Forum in February 2016, work is now focused on developing a detailed proposal to establish a Sub-national Transport Body for the Heartland.

Martin’s leadership on strategic planning at the regional level created the first Regional Transport Strategy for the South East and contributed to the South East Plan, having previously worked in the Government Office for the South East. Whilst working for Oxfordshire County Council he helped lay the foundations for the ambitious plans set out in Oxfordshire’s Strategic Economic Plan, having previously helped establish the Local Enterprise Partnership.

Martin is a Chartered Engineer, has been involved in CIHT for 30 years and has served as CIHT Vice President, a Trustee, a past chair the Institution’s Learned Society and Technical Board and as a member of CIHT’s Council. He a Fellow of CIHT and a Member of the Institution of Civil Engineers. He is a past Chairman of the Transport Planning Society and a Council member for the National Infrastructure Planning Association.
